APPLICANT REQUESTS THAT:

His DD Form 214 be updated to include his Vietnam Service Medal.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force as an airman basic  on
19 November 1964 for a period  of  4  years.   During  the  period  in
question, he was an airman first class serving  as  a  C-130  aircraft
mechanic in a non-crewmember status.

Applicant was eligible for separation under  the  Sole  Surviving  Son
separation program.  He was discharged with an Honorable discharge  on
29 August 1966.  He had 5 years, 6 months and 20 days of total  active
service.  He had 3 months and 2 days of Foreign Service.

On 13 March 2002, the applicant’s request that  his  DD  Form  214  be
updated to include the Vietnam Service Medal was considered and denied
by the Board, see the Record of Proceedings at Exhibit F.

On  6  February  2004,  the  applicant  submitted   a   request   for
reconsideration.  In support of his request, the  applicant  provided
copies of correspondence from the  Department  of  Veterans  Affairs.
The applicant’s complete submission, with attachment, is  at  Exhibit
G.

THE BOARD CONCLUDES THAT:

In his most recent submission, the applicant provided a copy of  a  VA
rating report which states he served on combat duty in Vietnam  during
the period  in  question.   While  the  VA  report  does  not  provide
conclusive evidence that would normally be required in support of this
type of appeal, the majority of the Board is persuaded  that  it  does
provide plausible evidence that supports his  contentions.   As  such,
the evidence provided has led the majority of  the  Board  to  believe
that reasonable doubt  exists  as  to  the  accuracy  of  his  service
records, and it is the majority of the Board’s opinion that any  doubt
should be resolved in his favor.  Therefore, the majority of the Board
recommends that his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT be corrected to show that  he  was  awarded  the
Vietnam Service Medal for his service in Vietnam in 1966.

The following members of the Board considered Docket Number  BC-20002-
02390 in Executive Session on 25 April 2004, under the  provisions  of
AFI 36-2603:

By a majority vote, the Board recommended  granting  the  application.
Ms. McDermott voted to deny the applicant’s request and elected not to

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he was awarded the Vietnam
Service Medal for his service in Vietnam in 1966.
