APPLICANT REQUESTS THAT:

He be awarded the Presidential Unit Citation with 3 Oak Leaf  Clusters
(PUC w/3 OLC), and the Armed Forces Expeditionary Medal with 1  Bronze
Service Star (AFEM w/1 BSS).

APPLICANT CONTENDS THAT:

He should receive the awards for his foreign service.

In support of the appeal applicant submits a copy  of  his  orders  to
DaNang AB Vietnam, a copy of his assignments to wing and squadrons,  a
copy of his performance reports, a copy of his  Chronological  Listing
of Service, and a copy of his DD Form 214.

Applicant's complete submission,  with  attachments,  is  attached  at
Exhibit A.

STATEMENT OF FACTS:

Applicant is a former member of the Regular Air Force  who  served  on
active duty from 8 July 1964 to 5 July  1968.   He  was  progressively
promoted to the grade of airman first class (E-3) with  the  effective
and date of rank of 1 February 1966.  The applicant was released  from
active duty and transferred to the Air Force  Reserve.   He  served  3
years, 11 months and 28 days on active duty.  He served two years  and
four days of foreign and/or SEA service, serving 120 days in  Vietnam.
On 7 July 1970, he  was  relieved  from  his  Reserve  assignment  and
honorably discharged from the Air Force Reserve.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial of applicant’s request for the  award  of
AFEM w/1 BSS.  DPPPR states the AFEM is  awarded  to  members  of  the
service who, after 1 July 1958, have  participated  in  United  States
military operations and encountered foreign armed opposition, or  were
in danger of hostile action by foreign Armed Forces.  The  applicant’s
military record  does  not  reflect  any  participation  in  any  such
military operation.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Applicant  provided  a  copy  of  Special  Order   T-108   (previously
submitted) and a copy of the 18th  Tactical  Fighter  Wing’s  Okinawa)
Citation information of 1965.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was not  timely  filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice warranting award of the  AFEM  w/1
BSS and an additional oak leaf cluster to the PUC.  In  this  respect,
we note the applicant’s entitlement to the PUC w/2 OLC, AFOUA w/V  and
4  OLC,  and  the  RVNGC  w/P  for  his  assignment  with   the   18th
Organizational Maintenance Squadron, for the period of 8 July 1964  to
7 July 1965; the 67th Tactical Fighter Squadron, for the period 7 July
1965 to 20 April 1966; and the 355th Tactical Fighter  Wing,  for  the
period of 9 February 1967 to 30 May 1967 has been verified and will be
administratively awarded; hence,  no  Board  correction  is  required.
Additionally, the applicant’s entitlement to the Vietnam Service Medal
with three Bronze Service Stars (VSM w/3 BSS) has been verified.   His
Report of Separation will be updated administratively.  As  such,  the
only issues before this Board are applicant’s request to be awarded an
additional oak leaf cluster to the PUC and awarded the  AFEM,  w/1BSS.
Although the applicant’s entitlement to  the  PUC  w/2  OLC  has  been
verified, we find no evidence to warrant awarding  an  additional  oak
leaf cluster.  The TDY order provided by applicant in support  of  his
request for the AFEM has been noted; however, it does not substantiate
what his unit of assignment was, or whether or not  they  participated
in a US military operation and encountered foreign  armed  opposition,
or were in danger of hostile action  by  foreign  Armed  Forces.   The
personal sacrifice the applicant has endured for his country is  noted
and our decision should in no way lessen his service to  his  country;
however, insufficient  documentary  evidence  has  been  presented  to
warrant favorable consideration of the remainder of his requests.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
