APPLICANT REQUESTS THAT:
His AF Form 7, Airman Military Record, Section two, Foreign Service,
Foreign Service Summary be expanded to list dates and locations of his
temporary duty (TDY) assignments to Vietnam.

APPLICANT CONTENDS THAT:
He served as a loadmaster on a C-124 cargo aircraft and flew three
combat cargo missions into Vietnam from 1965 through 1966, dropping
off cargo in Saigon once and in DaNang on two occasions. He landed in
Vietnam three times, and need evidence of his service. He suffers
from a variety of health issues including diabetes mellitus type II.
His claim to the Department of Veterans Affairs for benefits relative
to his diabetes was denied, based on lack of sufficient evidence to
substantiate that he had boots the on ground in Vietnam.
In support of his request, the applicant submits, a copy of his AF
Form 7.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 4 Oct 62, for a
term of four years, and was progressively promoted to the grade of
airman first class (E-4). He was honorably discharged on 3 Oct 66,
after he completed his term of service. He served a total of
four years of active service.
His DD 214, Armed Forces of the United States Report of Transfer or
Discharge, indicates award of the National Defense Service Medal, the
Vietnam Service Medal, the Air Force Good Conduct Medal, and the Air
Force Expeditionary Medal. He served 4 months, and 10 days foreign
and or sea service.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial and states, in part, a review of the
applicant’s military personnel records did not provide any documents
that confirm time served in Vietnam. He did provide a copy of his AF
Form 7 identifying Foreign Service as TDY 99 days. The document
listed dates and number of days, but failed to identify service
locations.
His AF Form 909, Airman Performance Report, gave reference to his
participation in many tactical and global missions, but again fails to
mention the location.
The applicant was asked to provide any evidence that verified the
location and actual number of days served in Vietnam, but he has not
responded to that request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 9
May 09, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. We took notice of the
applicant’s complete submission in judging the merits of the case,
however; we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. No evidence has been presented showing the
applicant’s entitlement to the requested service credit. Therefore,
in the absence of evidence to the contrary, we find no compelling
basis to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
