APPLICANT REQUESTS THAT:
Her home of record (HOR) be changed from Overland Park, KS, to
Alamogordo, NM.

APPLICANT CONTENDS THAT:
She enlisted in Kansas while was visiting her aunt. She graduated,
was born and raised in Alamogordo, NM. Transportation Management
Officer (TMO) notified her that the do-it-your-self-move (DITY) orders
contained an error, which resulted in the orders being disapproved.
She is only an airman and she had to use her savings for this trip,
and was planning to get reimbursed. It has caused a burden to her
finances that she will need in the future.
In support of the appeal, the applicant submits copies of a birth
certificate and permanent change of station orders.

STATEMENT OF FACTS:
Applicant contracted her enlistment in the Regular Air Force on 30
June 2002 at the Military Entrance Processing Station (MEPS) in Kansas
City. MO. Enlistment records showed her HOR as Kansas since this was
the location from which she enlisted.
HOR is defined as the place recorded as the home of the individual at
the time they enlisted, were commissioned, or initially ordered to
active duty. It is recorded in the military personnel record to
determine transportation entitlements upon separation. The HOR can be
changed only if there has been a break in service of one full day
(inactive reserve time is not counted as a break in service) or a bona
fide error was made in recording the information given by the member.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice warranting favorable consideration of
the applicant’s request. After reviewing the evidence of record
provided, the majority of the Board is of the opinion that sufficient
evidence does exist to support a finding that the applicant may not
have been adequately advised by her recruiter regarding her Home of
Record, which could have saved her a considerable amount of money
during her do-it-your-self move. Based on the fact that the applicant
continued to list Alamogordo, NM as her place of residence, the
majority of the Board recommends that the applicant’s records be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that her home of record at
the time of his entry on active duty was Alamogordo, NM, rather than
Overland Park, KS.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to the APPLICANT, be corrected to show that her home of
record at the time of her entry on active duty was Alamogordo, NM,
rather than Overland Park, KS.

His recruiter was aware of the fact that he and his family were residents of Utah at the time of his enlistment and that they were temporarily parked in the state of Alabama at that time. The Air Force states that the Home of Record (HOR) is defined as the place recorded as the home of the individual when commissioned, enlisted, or ordered into the relevant tour of active duty.
