APPLICANT REQUESTS THAT:
His Home of Record (HOR) be changed from Illinois (IL) to Virginia (VA).

THE APPLICANT CONTENDS THAT:
Prior to joining the Air Force, he spent his entire life in VA (Roanoke and
Springfield). He has no idea how this error was made since he has never
even driven across, let alone lived in IL. He has tried to change the error
every year. Previously, he was told he could make corrections on his Report
of Individual Personnel (RIP). This year was the first time he was referred
to the AFBCMR.
In support of the appeal, the applicant submits copies of school
identification, taxes, employment cards, a passport, birth registration and
Social Security cards. The applicant’s complete submission, with
attachments, is attached at Exhibit A.

STATEMENT OF FACTS:
The applicant’s 17 Apr 88 application for appointment with the Air Force
Reserve reflects an HOR of VA. His appointment letter as a 2nd lieutenant
Reservist is addressed to him in VA. His 27 Apr 88 extended active duty
(EAD) order reflects an HOR of Springfield, VA. He is currently serving on
EAD in the Regular Air Force in the grade of major.
Examiner's Note: HOR is defined as the place recorded as the home of the
individual at the time of enlistment, commission, or initial order to
active duty. It is recorded in the military personnel record to determine
transportation entitlements upon separation. The HOR can be changed only
if there has been a break in service of one full day (inactive Reserve time
is not counted as a break in service) or a bona fide error was made in
recording the information given by the member.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice to warrant changing the applicant’s HOR. In
this respect, the applicant’s available military records, to include his
appointment letter as a 2nd lieutenant and his EAD order, reflect his HOR
as VA, not IL. We do not know why the error occurred; perhaps someone
assumed “Springfield” was the IL city, rather than the one located in VA.
In any event, the preponderance of evidence supports the applicant’s claim
that VA is his HOR, and we recommend his records be changed accordingly.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that his home of record at the time of
his entry on active duty was Springfield, Virginia rather than Illinois.
