APPLICANT REQUESTS THAT:
His Home of Record (HOR) be changed from P O Box 1348 Provo, UT 84603-0000
to 4151 S. Sunrise Dr Saratoga Springs, UT 84043.

THE APPLICANT CONTENDS THAT:
The record is in error because his family moved from his previous HOR to
the aforementioned address.
Applicant did not provide any documentation in support of the appeal.
Applicant’s complete submission is attached at Exhibit A.

STATEMENT OF FACTS:
Applicant contracted her enlistment in the Regular Air Force on 25 Apr 00.
DD Form 4/1, Enlistment/Reenlistment Document, reflects P O Box 1348 Provo,
UT 84603-0000, as his HOR.
HOR is defined as the place recorded as the home of the individual at the
time they enlisted, were commissioned, or initially ordered to active duty.
It is recorded in the military personnel record to determine
transportation entitlements upon separation. The HOR can be changed only
if there has been a break in service of one full day (inactive reserve time
is not counted as a break in service) or a bona fide error was made in
recording the information given by the member.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. Applicant’s contentions are duly
noted; however, he has provided no evidence which would lead us to believe
the HOR currently reflected in his records was incorrectly recorded at the
time he was initially ordered to active duty. Therefore, in the absence of
evidence to the contrary, we find no basis upon which to recommend
favorable action on this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

Applicant's complete submission is attached at Exhibit A. His recruiter was aware of the fact that he and his family were residents of Utah at the time of his enlistment and that they were temporarily parked in the state of Alabama at that time. The Air Force states that the Home of Record (HOR) is defined as the place recorded as the home of the individual when commissioned, enlisted, or ordered into the relevant tour of active duty.

At the same time he was having problems with a girl friend back home. He had never given any thought to this until recently when Vermont was awarding medals for veterans who had served in Vietnam. Therefore, we agree with opinions and recommendations of the Air Force and adopt their rationale as the basis for the conclusion that the applicant has not been the victim of an error or injustice.
