APPLICANT REQUESTS THAT:

His home of record (HOR) be changed from U.S. Air Force Academy CO, to
Eagle River AK.

APPLICANT CONTENDS THAT:

He was an Alaska resident and has been since 1997 when he moved  there
with his parents during  a  permanent  change  of  station  move.   He
graduated from high school in Alaska in May of 1999 and  entered  into
the U.S. Air Force Academy as an active duty member in July  of  1999,
which is depicted by his high school diploma.  Hence, his home was  in
Alaska when he was initially ordered to active duty.  He has  remained
an Alaska resident since 1997 and do not plan on changing it.  He  has
also included several supporting documents in addition to this letter.

STATEMENT OF FACTS:

Applicant  graduated  from  the  U.S.  Air  Force  Academy   and   was
commissioned on 28 May 2003.  Records showed his HOR as U.S. Air Force
Academy, CO.

HOR is defined as the place recorded as the home of the individual  at
the time they enlisted, were commissioned,  or  initially  ordered  to
active duty.  It is recorded  in  the  military  personnel  record  to
determine transportation entitlements upon separation.  The HOR can be
changed only if there has been a break in  service  of  one  full  day
(inactive reserve time is not counted as a break in service) or a bona
fide error was made in recording the information given by the member.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice.   After  reviewing  the  evidence  of
record, the Board believes that it is not unreasonable to presume that
the applicant was not provided  proper  counseling  by  his  recruiter
regarding his Home of Record upon  graduation  from  the  Academy  and
entry onto  active  duty.   Based  on  the  fact  that  the  applicant
continued to list Alaska as his place of residence, we recommend  that
the applicant’s records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT be corrected to show that his home of record  at
the time of his entry on active duty was Eagle River,  Alaska,  rather
than U.S. Air Force Academy, CO.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that his home of
record at the time of his entry on active duty was Eagle River,
Alaska, rather than U.S. Air Force Academy, CO
