APPLICANT REQUESTS THAT:
Her home of record (HOR) be changed from Oceanside CA, to Chaffee MO.

APPLICANT CONTENDS THAT:
She was unaware that her home of record was anything different than
what she initially requested, and have only recently found that out
while out-processing from the Air Force. She requested her home of
record to be Chaffee MO upon enlistment. That is where her mother
lived. She had lived in Missouri for almost five years, had gone to
high school there and is a current taxpayer.
At the time of her enlistment, she went to visit her cousin, who was
in the Marine Corps, for a few months and had decided to join the
military her self. He lived on Camp Pendleton in one of the family
housing units. So, naturally she entered Military Entrance Processing
Station (MEPS) directly from San Diego. She was unaware that they had
put her temporary address down as her home of record. Her cousin was
honorably discharge soon after she went into military.
In support of the appeal, the applicant submits a personal letter,
copies of DD Form 214 and high school Diploma.

STATEMENT OF FACTS:
Applicant contracted her enlistment in the Regular Air Force on 29 May
1998 at the Military Entrance Processing Station (MEPS) in Dan Diego
CA. Enlistment records showed her HOR as Oceanside CA since this was
the location from which she enlisted.
HOR is defined as the place recorded as the home of the individual at
the time they enlisted, were commissioned, or initially ordered to
active duty. It is recorded in the military personnel record to
determine transportation entitlements upon separation. The HOR can be
changed only if there has been a break in service of one full day
(inactive reserve time is not counted as a break in service) or a bona
fide error was made in recording the information given by the member.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice warranting favorable consideration of
the applicant’s request. After reviewing the evidence of record, the
majority of the Board is of the opinion that sufficient evidence does
exist to support a finding that the applicant may not have been
adequately advised by her recruiter regarding her Home of Record.
Based on the fact that the applicant continued to list Alamogordo, NM
as her place of residence, the majority of the Board recommends that
the applicant’s records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that her home of record at
the time of his entry on active duty was Chaffee, MO, rather than
Oceanside, CA.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to the APPLICANT, be corrected to show that her home of
record at the time of her entry on active duty was Chaffee, MO, rather
than Oceanside, CA.
