APPLICANT REQUESTS THAT: 

 

His home of record (HOR) be changed from Dunkirk, Maryland (MD) 
to Eagle River, Alaska (AK).

APPLICANT CONTENDS THAT: 

 

His HOR is reflected as Dunkirk, MD only because his father was 
on active duty at Andrews Air Force Base, MD and he lived with 
his father when he enlisted into the Air Force. His HOR should 
be Eagle River, AK because his driver’s license, vehicle 
registration, mailing address, and leave and earning statements 
have reflected Eagle River, AK since his enlistment in 2008.

STATEMENT OF FACTS: 

 

The applicant enlisted in the Regular Air Force (RegAF) on 
14 August 2007. 

 

According to the applicant’s DD Form 4/1,Enlistment/Reenlistment Document Armed Forces of the United States, Dunkirk, MD was his 
home of record at the time of his enlistment. 

 

On 19 November 2012, the applicant was honorably discharged and 
credited with 5 years, 3 months, and 6 days of total active 
service.

AIR FORCE EVALUATION: 

 

AFPC/DPSIPE recommends denial, indicating the applicant’s 
records reflect Dunkirk, MD as the HOR at which he resided prior 
to entering the Air Force. This address is listed as his HOR on 


the DD Form 4 and serves as the source document for the HOR. 
Appendix A of the Joint Federal Travel Regulations (JFTR) for 
Uniformed Service Members indicates the HOR is the place 
recorded as the home of the individual when commissioned, 
appointed, enlisted, inducted, or ordered into a tour of active 
duty. As such, there was no error or justification that 
warrants a change in the applicant’s HOR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to the 
applicant on 9 October 2012, for review and comment within 30 
days (Exhibit D). As of this date, this office has received no 
response.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by 
existing law or regulations. 

 

2. The application was timely filed. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice. The 
applicant’s contentions are duly noted; however, he has provided 
no evidence which would lead us to believe that his home of 
record was erroneously recorded at the time he initially came on 
active duty. Therefore, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
and adopt its rationale as the basis for our conclusion the 
applicant has not been the victim of an error or injustice. In 
absence of evidence to the contrary, we find no basis to 
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT: 

 

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
