APPLICANT REQUESTS THAT:

His records be corrected to reflect his completion of Squadron Officer
School (SOS) by  correspondence,  and  that  he  be  provided  Special
Selection Board (SSB) consideration for  promotion  to  the  grade  of
major by the Calendar Year 2003A (CY03A) Major Central Selection Board
(CSB).

APPLICANT CONTENDS THAT:

His records did  not  include  his  completion  of  SOS  when  he  was
considered by the CY03A Major CSB.

In support of his appeal, the applicant provided copies of  a  student
history query and certificate of completion of SOS.

STATEMENT OF FACTS:

Information extracted from the Personnel Data System  (PDS)  indicates
that the applicant is currently serving on active duty in the grade of
captain, having been promoted to that grade on 1 Jun  98.   His  Total
Active Federal Military Service Date (TAFMSD) is 6 Jul 93.

AIR FORCE EVALUATION:

AFPC/DPPPO recommended denial indicating  that  the  applicant’s  non-
residence  SOS  was  appropriately  annotated  on  his  CY03A  Officer
Selection Brief (OSB); therefore, his contention was unfounded.

A complete copy of the AFPC/DPPPO evaluation, with attachments, is  at
Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to  applicant  on  17
Oct 03 for review and response.  As of this date, no response has been
received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of   the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility (OPR) and adopt  their  rationale  as
the basis for our conclusion that  the  applicant  has  not  been  the
victim of an error or injustice.  No evidence has been presented which
would lead us to believe that the applicant’s completion  of  SOS  was
not properly reflected in his records prior to the CY03A Major  Board.
Therefore, in the absence of sufficient evidence to the  contrary,  we
find no compelling basis to recommend granting the  relief  sought  in
this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
