APPLICANT REQUESTS THAT:
The AF Form 475, Education/Training Report (TR), dated 25 Jun 99,
accomplished on him after his attendance to Squadron Officer School
(SOS) be included in his officer selection record (OSR) reviewed by
the CY03A Central Major Selection Board.
He be considered for promotion to major by Special Selection Board
(SSB) for the CY03A Central Major Selection Board with the corrected
record.

APPLICANT CONTENDS THAT:
After his nonselection for promotion, promotion counselors at AFPC
informed him that his OSR was missing the training report
accomplished on him at SOS.
He reviewed his records prior to the promotion board and confirmed
that the training report was in his records. He believes that AFPC
made the mistake that caused the report not to be in his record and
that the missing report was a contributing factor to his
nonselection for promotion.
In support of his appeal, applicant provides a copy of his
permissive TDY orders to AFPC to check his records and a copy of the
contested TR.

STATEMENT OF FACTS:
The applicant entered active duty in the Air Force on 8 Aug 94. He
attended SOS from 10 May 99 to 25 Jun 99 in the grade of captain.
He was considered but not selected for promotion to the grade of
major by the CY03A (5 May 03) Central Major Selection Board.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial of the applicant’s request for
promotion consideration by SSB. Although the missing TR should have
been filed in the applicant’s OSR, it does not introduce new
material information to the board members.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
19 Dec 03 for review and comment within 30 days. To date, a
response has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We note that the Air Force
office of primary responsibility appears uncertain as to whether the
applicant’s Squadron Officer School Training Report (TR) was in his
file or not. In that regard, we believe the applicant should
receive the benefit of the doubt that it was not in his officer
selection record. Additionally, the Air Force recommends that the
applicant not be considered for promotion by SSB since the TR does
not introduce new material information. We disagree with this
recommendation. Since it is our determination that the TR was not
on file and since it clearly should have been included in his OSR,
we believe that the applicant should be considered for promotion by
SSB with the missing TR included. Therefore it is our
recommendation that the applicant’s record be corrected as indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Training
Report, AF Form 475, rendered on him for the period 10 May 1999
through 25 June 1999, was accepted for file on or about 25 August
1999.
It is further recommended that his record, with the included TR, be
considered for promotion to the grade of major by Special Selection
Board for the CY03A Central Major Selection Board.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXXXX, XXX-XX-XXXX, be corrected to show that
the Training Report, AF Form 475, rendered on him for the period 10
May 1999 through 25 June 1999, was accepted for file on or about 25
August 1999.
It is further directed that his record, with the included TR,
be considered for promotion to the grade of major by Special
Selection Board for the CY03A Central Major Selection Board.
