APPLICANT REQUESTS THAT:

He be awarded an additional 20 non-paid inactive duty  training  (IDT)
points and a year of satisfactory federal service for retirement  year
ending 13 May 2003.

APPLICANT CONTENDS THAT:

Due to the extended period of time it took to process  his  orders  to
reflect his change in Category from "A" to  "E",  20  non-paid  points
should be added to his record to ensure a  good  year.   Due  to  this
delay he was unable to accrue points from 12 December 2002 through  25
April 2003.

In support of his application, the applicant submits copies of AF Form
1288, Application for Ready Reserve Assignment, and Reserve Order ----
dated 3 April 2002.

STATEMENT OF FACTS:

The applicant applied for an assignment  to  the  ----th  Air  Reserve
Personnel Center (ARPC) on 5 December 2002.  He was relieved from  the
--th Air Refueling Squadron, (ARS) McGuire AFB, NJ and assigned to the
----th ARPC Squadron on 25  April  2003.   He  participated  with  his
previous unit in May and July 2002 for a total of 12 IDT points.   His
last day of participation was 29 July 2002.  He was assigned to the --
th ARS for the next 8 1/2  months,  but  did  not  participate.   Once
assigned to the ---th ARPC  Squadron  as  an  Individual  Mobilization
Augmentee, he resumed participation on 25 April 2003 and accumulated a
total of 20 IDT points for the retention/retirement (R/R) year.

AIR FORCE EVALUATION:

ARPC/DPP  recommends  the  request  be  denied.   DPP  indicated   the
applicant had sufficient opportunity during the four months  after  he
applied for the assignment, and for  the  four  months  prior  to  his
application for Ready Reserve assignment.  He was not prohibited  from
participating from August 2002 to mid April 2003, with  the  --th  Air
Refueling Squadron.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force Evaluation was forwarded to the  applicant  on
22 August 2003 for review and comment within  30  days.   As  of  this
date, this office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of   the
applicant's complete submission in judging the  merits  of  the  case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility in that the applicant had  more  than
eight and one half months to earn the points necessary to make a  good
year towards a satisfactory retirement.  Therefore, we adopt  the  Air
Force’s rationale as the basis for our conclusion that  the  applicant
has not been the victim of an error or injustice; and, in the  absence
of evidence to the contrary, we find no compelling basis to  recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
