APPLICANT REQUESTS THAT:
His records be corrected to reflect satisfactory service for
retention/retirement (R/R) year ending 29 May 1988.

APPLICANT CONTENDS THAT:
Early in his career there were five years that were not satisfactory
years for retirement. The reasons for low participation during these
years were related to his civilian occupation and job relocation
several times to various states. In 1991, he transferred to the New
York Air National Guard (NYANG) and has had satisfactory service from
that year until the present. He was not aware at the time of the
serious detriment that resulted due to the lack of a creditable
service year on his career. He never sought correction because he
never anticipated the situation he now finds himself in. He has been
twice passed over for promotion to lieutenant colonel and finds
himself in a position wherein he is forced to separate with 17.5 years
of service. Had one of the five years been a satisfactory year, he
would have reached the sanctuary of 18 years and would be allowed to
retire at 20 years with a Reserve retirement.
In support of his appeal, the applicant has provided a personal
statement, copies of a point credit summary, a Report on Individual
Personnel (RIP), and pertinent Reserve Officer Personnel Management
Act (ROPMA) documentation.

STATEMENT OF FACTS:
Applicant joined the Air National Guard (ANG) on 30 May 1984. He was
progressively promoted to the Reserve grade of major with a date of
rank of 1 October 1998. He was considered but not selected by two ANG
lieutenant colonel promotion boards thereby requiring he be separated
from the ANG. He is currently scheduled for separation from the ANG
on 1 January 2007. He will have served for approximately 17.5 years
at the time of his separation.

AIR FORCE EVALUATION:
ARPC/DPP recommends denial. DPP states the member performed duty
whenever possible but did not insure points were credited. He has not
provided documentation showing any missing points. Therefore, his
points and service have been correctly awarded and there has been no
injustice.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
13 October 2006 for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice warranting granting the applicant
one (1) unpaid Inactive Duty for Training (IDT) point. The Board took
particular note of the letter from his current commander on his behalf
in which he noted the applicant transferred five times early in his
career – each time corresponding to changes in his employment. These
numerous affiliations with five separate units in a short period of
time may have led to an erroneous accounting of his participation.
Additionally, his commander indicates that the applicant has performed
more than satisfactorily since affiliating with the NYANG. Therefore,
in view of the above and in order to preclude the possibility of an
injustice to the applicant, we recommend that his records be corrected
as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that he was awarded an
additional one (1) unpaid inactive duty point for Retention/Retirement
(R/R) year 30 May 1987 through 29 May 1988, resulting in 50 total
points; and, that the period 30 May 1987 through 29 May 1988 is a year
of satisfactory Federal service.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that he was awarded
an additional one (1) unpaid inactive duty point for
Retention/Retirement (R/R) year 30 May 1987 through 29 May 1988,
resulting in 50 total points; and, that the period 30 May 1987 through
29 May 1988 is a year of satisfactory Federal service.
