APPLICANT REQUESTS THAT:
He be considered for promotion to lieutenant colonel by Special
Selection Board (SSB) for the CY02B Central Lieutenant Colonel
Selection Board (12 Nov 02) with the following items included in his
officer selection record (OSR):
a. Joint Service Commendation Medal (JSCM) he was awarded
for the period 7 Feb 02 through 13 Jun 02.
b. Officer Performance Report (OPR) rendered on him for the
period 29 Sep 01 through 28 Sep 02.

APPLICANT CONTENDS THAT:
Due to administrative errors (computer hardware/software errors and
manning/operations tempo) his medal and OPR were missed and not
updated although the OPR closed out 28 Sep 02 and his JSCM was
approved 9 Oct 02 and his board did not convene until 12 Nov 02. Due
to his being deployed during the final 30 days before the board, he
was unable to ensure the records were included in his OSR.

STATEMENT OF FACTS:
The applicant entered active duty in the Air Force on 17 Jan 88. He
is presently serving on active duty in the grade of major. He was
considered, but not selected for promotion to lieutenant colonel by
the CY02B Central Lieutenant Colonel Selection Board. His last ten
OPRs all reflect overall ratings of “meets standards.”

AIR FORCE EVALUATION:
AFPC/DPPPO recommends partial approval of the applicant’s request.
They recommend that the AFBCMR approve the applicant’s consideration
for promotion by SSB for the CY02B Central Lieutenant Colonel
Selection Board with the JSCM he was awarded for the period 7 Feb 02
to 13 Jun 02 included in his OSR. They recommend that the OPR
rendered for the period 29 Sep 01 through 28 Sep 02 not be included in
the applicant’s OSR since the OPR was not required to be on file by
the date the promotion board convened.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
26 Sep 03 for review and comment within 30 days. To date, a response
has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice regarding the applicant’s request
to include the OPR rendered on him for the period 29 Sep 01 through 28
Sep 02 in his officer selection record for the CY02B Central
Lieutenant Colonel Selection Board. We note that the report was not
officially signed until after the promotion board had convened and
that, based on the closeout date, was not required to be on file by
the date of the board. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting this
portion of the relief sought in this application.
4. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice regarding the applicant’s request to
include the JSCM awarded to him for the period 7 Feb 02 through 13 Jun
02 in his OSR. In this regard, we accept the determination of
AFPC/DPPPO that the order awarding this decoration was published more
than 30 days before the promotion board convened and should have been
on file. We also agree with their recommendation that this missing
decoration warrants the applicant’s consideration for promotion by
SSB. Therefore, we recommend that the applicant’s records be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that the Joint Service
Commendation Medal awarded to him on 11 October 2002 via Permanent
Orders SC-0378 was accepted for file in his Officer Selection Record
on or before 12 October 2002.
It is further recommended that he be considered for promotion to the
grade of lieutenant colonel by Special Selection Board (SSB) for the
CY02B Central Lieutenant Colonel Selection Board with the corrected
record.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXXXXXX, XXX-XX-XXXX, be corrected to show
that the Joint Service Commendation Medal awarded to him on 11
October 2002 via Permanent Orders SC-0378 was accepted for file in
his Officer Selection Record on or before 12 October 2002.
It is further directed that he be considered for promotion to
the grade of lieutenant colonel by Special Selection Board (SSB)
for the CY02B Central Lieutenant Colonel Selection Board with the

Her overseas duty history was not on her OSB when the CY02B lieutenant colonel board met; however, her current duty has since been updated and does reflect completion of the overseas assignment to Turkey.
