APPLICANT REQUESTS THAT:
He be awarded the Air Force Noncommissioned Officer (NCO)
Professional Military Education (PME) Graduation Ribbon.

APPLICANT CONTENDS THAT:
He successfully completed the NCO Professional Military Education
Orientation Course on 3 Feb 82. He was appointed a noncommissioned
officer in the grade of sergeant on 1 Oct 82. He believes he
qualifies for the NCO Professional Military Education Ribbon
(NCOPMER).
In support of his request, the applicant provided his Certificate
of Appointment to NCO status, a training certificate for completion
of the NCO Orientation Course – Phase 1, Professional Military
Education, and his DD Form 214, Certificate of Release or Discharge
from Active Duty.

STATEMENT OF FACTS:
The applicant served on active duty in the Regular Air Force from
23 Jan 79 – 22 Jan 83. He was appointed an NCO on 1 Oct 82.
The applicant’s DD Form 214 reflects he completed the NCO
Orientation Course-Phase 1, and the Security Specialist Course. It
also reflects he was awarded the Air Force (AF) Commendation Medal,
AF Outstanding Unit Award Ribbon, AF Good Conduct Medal, AF
Overseas Long Tour Ribbon, AF Training Ribbon, and AF Longevity
Service Award Ribbon. The Humanitarian Service Medal was added to
his DD Form 214 on 13 Apr 95.
Applicant enlisted in the Connecticut Air National Guard on 1 Mar
85, in the grade of staff sergeant (E-5). On 23 Jul 86, he was
honorably discharged from the CT ANG and as a Reserve of the Air
Force.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends the application be denied and states, in
part, that the applicant provided a Certificate of Training, NCO
Orientation Course Phase 1. However, Phase I does not meet the
criteria of the NCOPMER. The NCOPMER is awarded to graduates of
certified US Air Force PME schools, Phases II, III, and IV. Award
of the ribbon is retroactive for graduates of a certified NCO
leadership school. Successful completion of more than one PME
school entitles an enlisted service member to a bronze oak-leaf
cluster on the service ribbon.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 5 Aug 05, a copy of the Air Force evaluation was forwarded to
the applicant for review and response within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

Based on their review of the applicant’s complete military record, they did not locate any documentation verifying his entitlement to the requested awards. After reviewing the documentation submitted by the applicant with his rebuttal to the Air Force evaluation, we have determined he does not meet the requirements for award of either the Air Force Recognition Ribbon (AFRR) or NCO PME Graduate Ribbon (NCOPMER).
The appropriate Air Force office evaluated applicant's request and provided an advisory opinion to the Board recommending the application be denied (Exhibit C ) . The advisory opinion was forwarded to the applicant for review and response (Exhibit D). We recommend disapproval of the applicant’s request to be awarded the NCO Professional Military Education Graduate Ribbon.
