APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of Transfer
of Discharge, be corrected to show he served in Vietnam and his
records be corrected to reflect all medals and awards.

APPLICANT CONTENDS THAT:
No medals or awards are listed on his DD 214 and he needs proof of his
Vietnam War service.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
2 September 1965 for a period of 4 years. He was discharged with an
Honorable Discharge on 13 December 1968 in the grade of Sergeant. He
had three (3) years, three (3) months and twelve (12) days of total
active Service. His DD Form 214 reflects award of the Air Force
National Defense Service Medal. His record reflects one (1) year,
eleven (11) months and fourteen (14) days foreign service.

AIR FORCE EVALUATION:
AFPC/DPAPP2 recommends denial. There is no documentation in his
records that indicate he served in Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
15 Aug 2003 for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
available evidence and the applicant’s complete submission, the Board
is not persuaded that he is entitled to the award of the Vietnam
Service Medal. The Board agrees with the opinion and recommendation
of the Air Force office of primary responsibility and adopts their
rationale as the basis for their conclusion that the applicant has not
been the victim of an error or injustice. Therefore, in the absence
of evidence to the contrary, the Board finds no compelling basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
