His records be corrected to show he was awarded the Small Arms Expert
Marksmanship Ribbon.

APPLICANT CONTENDS THAT:
He is entitled to the Small Arms Expert Marksmanship Ribbon, which he
earned during basic training.

STATEMENT OF FACTS:
The applicant served on active duty from 30 December 1968 to 20 March
1970. He was discharged for unsuitability under the provisions of
paragraph 2-4b, Chapter 2, AFM 39-12 with an Honorable discharge. His
DD Form 214 reflects award of the National Defense Service Medal.

AIR FORCE EVALUATION:
The AFPC/DPPPR recommends denial. The applicant did not provide any
documentation showing that he qualified as Expert on an Air Force
firing range. There is no indication in his records that he qualified
with any weapon. Without the necessary documentation his eligibility
for award of the Small Arms Expert Marksmanship Ribbon cannot be
verified.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
15 Aug 03, for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. The applicant has not
submitted nor does his military records have documentation to verify
his eligibility for award of the Small Arms Expert Markmanship Ribbon.
Therefore, we agree with the opinion and recommendation of the Air
Force office of primary responsibility and adopt their rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of an material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence no considered with this application.
