APPLICANT REQUESTS THAT:

His record be corrected to  show  he  was  awarded  the  Armed  Forces
Expeditionary Medal, the Vietnam Service Medal and  all  other  awards
that are missing.

APPLICANT CONTENDS THAT:

He was TDY to Vietnam at least 10 times, twice  as  a  member  of  the
band, other times to perform at protocol events,  USO  events  and  to
perform at the NCO and Officer’s clubs.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force as an airman basic  on
19 July 1963 for a period of four years.  He was  discharged  with  an
Honorable Discharge on 16 February 1967 in the grade of  airman  first
class.  He had 3 years, 6 months and 28 days of total active  service.
His DD Form 214 reflects award  of  the  Air  Force  National  Defense
Service Medal and the Good Conduct Medal.   His  record  reflects  two
years and four days foreign service.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.   The  applicant  did  not  provide  any
official documentation to substantiate his claim that he  was  TDY  to
Vietnam from Japan, even after having been asked to do so.   There  is
no indication in his records that he was TDY at any time while he  was
on active duty.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
29 Aug 2003 and to his counsel on 3 Oct  03  for  review  and  comment
within 30 days.  As of this date, no response  has  been  received  by
this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice.  After a thorough review  of  the
available evidence and the applicant’s complete submission, the  Board
is not persuaded that he is entitled to the award of the Armed  Forces
Expeditionary Medal or the Vietnam Service Medal.   The  Board  agrees
with the opinion and recommendation of the Air Force office of primary
responsibility and adopts their  rationale  as  the  basis  for  their
conclusion that the applicant has not been the victim of an  error  or
injustice.  Therefore, in the absence of evidence to the contrary, the
Board finds no compelling  basis  to  recommend  granting  the  relief
sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
