APPLICANT REQUESTS THAT:

His Officer Selection Record (OSR) be corrected to include a copy  of
the Meritorious Service Medal (MSM) Third Oak Leaf Cluster (3OLC)  he
was awarded for the period 13 May 96 to 15 Jul  00  and  his  Officer
Selection  Brief  (OSB)  be  corrected  to  reflect   his   four-year
assignment to Kadena Air Base Japan.

He be considered for promotion to colonel by special selection  board
(SSB) by the CY01B Colonel Central Selection Board.

APPLICANT CONTENDS THAT:

The citation for his MSM (3OLC) was missing from his  OSR.   The  OSB
for the CY01B Central Colonel Selection Board did not reflect in  the
“Overseas Duty History” section his four-year  assignment  to  Kadena
Air Base and gives the perception of limited operational experience.

Applicant provides a copy of the citation  and  orders  for  his  MSM
(3OLC) and copies of the four Officer Performance Reports he received
while assigned to Kadena Air Base.

STATEMENT OF FACTS:

The applicant is presently serving on active duty  in  the  grade  of
lieutenant colonel.  His Total Active Federal Military  Service  Date
(TAFMSD) is 8 May 1980.  A review of his last ten Officer Performance
Reports (OPRs) reflect overall ratings  of  “meets  standards.”   The
applicant was considered and not selected for promotion to the  grade
of colonel by the CY01B Central Colonel Selection Board.

AIR FORCE EVALUATION:

AFPC/DPAO advises that the applicant’s  OSB  for  the  CY01B  Central
Colonel Selection Board did not  reflect  the  applicant’s  four-year
assignment to Kadena AB, Japan.  The  applicant’s  duty  history  has
since been upgraded.

They defer  to  AFPC/DPPPO  regarding  the  applicant’s  request  for
promotion consideration by SSB.

AFPC/DPPPO recommends denial of the applicant’s request for promotion
consideration  by  SSB.   They  agree  that  the  citation  for   the
applicant’s MSM (3OLC) was missing from his OSR when it met the CY01B
colonel selection board.  However, the purpose of having  a  citation
included in the record is not to allow board members  to  review  the
comments on the citation, although they may do  so  if  they  are  so
inclined.  Rather the purpose is to make them aware of the  level  of
the  decoration.   In  fact,  the  majority  of  the  accomplishments
mentioned on his citation were also reflected on his  OPRs  for  that
period.  The military personnel system and subsequently the  OSB  did
reflect the decoration.  To correct the  applicant’s  OSR  they  have
provided AFPC/DPPBR1 , Officer Records, with a copy of  the  citation
for inclusion in his record.

The applicant also contends that his overseas duty  history  was  not
reflected on his OSB.  However, they point out  that  the  assignment
history of the OSB and four of the OPRs that met the board  reflected
the applicant’s Japan tour.   Therefore,  Board  members  were  fully
aware.

Each officer eligible for promotion by the  CY01B  colonel  selection
board received an officer preselection brief (OPB) 90-100 days  prior
to the central board convening date.  The OPB contains data that will
appear on  the  OSB  at  the  central  board.   Written  instructions
attached to the OPB specifically instruct each officer  to  carefully
examine the brief for completeness and accuracy.  If  they  find  any
errors, they must take  corrective  action  prior  to  the  selection
board, not after it.  The applicant did not provide any  evidence  he
exercised “reasonable diligence” in attempting to correct his  record
prior to the board convening.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Copies of the Air Force evaluations were forwarded to  the  applicant
on 8 November 2002 for review and comment within 30 days.  To date, a
response has not been received.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to  demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of  the
applicant's complete submission in judging the merits  of  the  case;
however, the majority of the  Board  agrees  with  the  opinions  and
recommendations of the Air Force offices  of  primary  responsibility
and adopt their rationale as the basis for our  conclusion  that  the
applicant  has  not  been  the  victim  of  an  error  or  injustice.
Therefore, in the absence of evidence to the contrary,  the  majority
of the Board finds no compelling  basis  to  recommend  granting  the
relief sought in this application.

RECOMMENDATION OF THE BOARD:

A majority of the Board  finds  insufficient  evidence  of  error  or
injustice and recommends the application be denied.

                 FOR CORRECTION OF MILITARY RECORDS (AFBCMR)

SUBJECT:  AFBCMR Application of XXXXXXX, XXX-XX-XXXX

      I have carefully reviewed the evidence of record and the
recommendation of the Board members.  A majority found that applicant
had not provided sufficient evidence of error or injustice and
recommended the case be denied.  I concur with that finding and their
conclusion that relief is not warranted.  Accordingly, I accept their
recommendation that the application be denied.

      Please advise the applicant accordingly.
