APPLICANT REQUESTS THAT:
He be considered for promotion to the grade of colonel by Special
Selection Board (SSB) for the Calendar Year 2001B Central Colonel
Selection Board due to a missing decoration citation in his officer
selection record (OSR) and inaccurate officer selection brief (OSB) at
the time of the board.

APPLICANT CONTENDS THAT:
His Duty History was updated through his servicing Military Personnel
Flight (MPF) upon notice of discrepancies in preparation of the P0601B
PRF. In addition, a copy of his MSM (3OLC) was hand carried to the
MPF for input to the system. The MSM (3OLC) was highlighted as
missing by AFPC/DPPBR for the P0601B board members.
In support of the appeal, applicant submits a background bullet paper,
with copies of records related to his performance and the issues cited
in his contentions. Applicant's complete submission, with
attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant is a rated Regular Air Force officer who is currently
serving in the grade of lieutenant colonel.
Applicant’s Officer Performance Reports (OPRs) from 1991 through 2001
reflect “Meets Standards” on all performance factors. The applicant
was considered and not selection for promotion to the grade of colonel
by the CY01B Central Colonel Selection Board, which convened on 3
December 2001.
On 19 July 2002, AFPC/DPAO recommended correcting applicant’s duty
history on his OSB and deferred to AFPC/DPPPO for Special Selection
Board consideration.

AIR FORCE EVALUATION:
AFPC/DPPPO states that the purpose of having a citation included in
the record is not to allow board members to review the comments on the
citation, although they may do so if they are so inclined. Rather,
the purpose is to make them aware of the level of the decoration. The
military personnel data system (MilPDS), and consequently the officer
selection brief (OSB), did reflect the MSM, 3OLC. Therefore, the
board members were knowledgeable the decoration had been awarded.
More importantly, the majority of the accomplishments included in the
citation were also written into the applicant’s officer performance
reports (OPRs) covering the inclusive dates of the decoration. A
discrepancy letter was also filed on top of the OSR to highlight to
board members the citation was missing. As such, the absence of the
citation from the OSR does not constitute a material error, and
therefore, SSB consideration is not warranted.
The OSB reviewed by the board indicated “DEPUTY COMMANDER” instead of
“DEPUTY COMMANDER, 55 OG,” for the duty title, and “COMBAT TRAINING SQ
OFFUTT” instead of “OPERATIONS GP OFFUTT” in the organization area.
The coded information on the OSB, such as the organization, as
reflected in an officer’s duty history, is also reflected elsewhere in
the record, in clear text form. The correct data was reflected on the
applicant’s 22 June 2001 OPR that was reviewed by the board. Although
the applicant attempted to correct the deficiencies on his OSB prior
to the board, he did not follow up on the corrections until after the
board. AFPC/DPAO has corrected the errors in MilPDS; however, they do
not believe that these administrative changes caused his nonselection
for promotion.
Central boards evaluate the entire OSR (including the promotion
recommendation form, officer performance reports, officer
effectiveness reports, training reports, letters of evaluation,
decorations, and officer selection brief), assessing whole person
factors such as job performance, professional qualities, depth and
breadth of experience, leadership, and academic and professional
military education. The selection board had his entire OSR at their
disposal, including the OSB accurately reflecting all his decorations.
As such, they are not convinced the administrative errors on the OSB
and the missing citation contributed to the applicant’s nonselection.
Therefore, SSB consideration is not warranted. They recommend denial
of applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 15 November 2002, a copy of the Air Force evaluation was forwarded
to the applicant for review and response within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The Air Force has indicated that the
applicant's Officer Selection Brief (OSB) did not reflect correct
information for the duties he assumed on 31 January 2001. In
addition, the citation for the award of the MSM 3OLC for the period
23 June 1995 to 25 June 2001 was missing from his record. We are
unable to discern the impact of these inaccuracies in his record but,
in order to preclude any possibility of a promotion injustice to the
applicant, we recommend that his record, to include his corrected duty
history on his OSB and the citation for the contested award, be
considered for promotion to the grade of colonel by a Special
Selection Board (SSB) for the CY01B Central Colonel Selection Board,
and for any subsequent board which may have reviewed the defective
record.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, including the citation for the Meritorious
Service Medal, Third Oak Leaf Cluster (MSM, 3OLC) and a corrected
Officer Selection Brief showing the duty entry effective 31 January
2001 was Deputy Commander, 55 OG and the Organization was Operations
Gp Offutt, be considered for promotion to the grade of colonel by
Special Selection Board for the Calendar Year 2001B Central Colonel
Selection Board and for any subsequent boards for which the citation
for the MSM 3OLC and the correct duty entry for 31 January 2001 were
not a matter of record.
