APPLICANT REQUESTS THAT:
1. His flying data aeronautical rating be corrected on his Officer
Selection Brief (OSB) to read “master navigator” versus “senior
navigator.”
2. He be considered for promotion to the grade of colonel by Special
Selection Board (SSB) for the Calendar Year 1998C (CY98C) Colonel
Board.

APPLICANT CONTENDS THAT:
His record appeared before the CY98 Colonel Board incorrectly showing
the aeronautical rating as “Senior Navigator.”
He states that according to Flight Records at Langley AFB, all
administrative avenues for change of the aeronautical rating had been
pursued. Upon further questioning of flight records at Ellsworth AFB,
errors were found allowing award of the “master navigator” rating.
Though an investigation was on going prior to the 0-6 central
selection boards his record was not corrected before the board
concluded.
In support of the appeal, applicant submits a copy of the Aeronautical
Order Number 0034.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the
grade of lieutenant colonel.
Applicant was considered and not selected for promotion to the grade
of colonel by the CY98C (1 December 1998) Colonel Selection Board.
On 9 February 1999, applicant was awarded the “Master Navigator”
rating effective March 1993 (retroactive order).

AIR FORCE EVALUATION:
The Chief, Officer Promotion Management, Directorate of Personnel
Program Management, HQ AFPC/DPPPOO, reviewed this application and
states that Officer Pre-selection Briefs (OPBs) are forwarded to
officers meeting selection boards 100 days prior to the Board
convening date (21 August 1998 in this case). The OPB mirrors
information that will be reflected on the OSB and officers are
instructed to make any corrections necessary prior to their selection
board convening. The information for officers meeting the CY98C
Colonel Board was contained in HQ AFPC/DPP MPFM 98-29, 10 July 1998.
AFI 36-2501, Officer Promotions and Selective Continuation, paragraph
6.3.2.2., states, “Do not have an SSB if, by exercising reasonable
diligence, the officer should have discovered the error or omission
and could have taken action corrective action before the originally
scheduled board convened.” The applicant has not provided any
documentation to indicate he took action to correct the error prior to
his promotion board. He states he contacted Flight Records at Langley
AFB and was informed, “. . .all administrative avenues for change of
Aeronautical Rating had been pursued.” However, no documentation has
been provided to support his claim. The aeronautical order provided
is dated 9 February 1999 (although the effective date of the rating is
27 March 1993) and indicates “administrative errors” precluded award
on time. It isn’t clear, however, what administrative errors or why
award of the “master navigator” rating had not been pursued since
March 1993. Applicant has a retroactive order awarding him the
“master navigator” rating effective March 1993 and dated February 1999
(after his selection board had convened). Documentation has not been
provided to indicate applicant took steps to correct the error upon
receipt of his OPB (or anytime between March 1993 and December 1998,
when the board convened).
A complete copy of the Air Force evaluation is attached at Exhibit C.
The Chief, Promotion, Evaluation, & Recognition Division, Directorate
of Personnel Program Management, HQ AFPC/DPPP, also reviewed this
application and states that they accept HQ AFPC/DPPPOO’s advisory and
have nothing further to add. Based on their findings, Special
Selection Board (SSB) consideration would not be appropriate.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 23 August 1999, a complete copy of the Air Force evaluation was
forwarded to the applicant for review and response within 30 days. As
of this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After reviewing the
documentation submitted with this appeal, we are persuaded that
applicant’s aeronautical rating on his OSB was in error. In this
regard, we believe that at the time he was considered for promotion to
the grade of colonel by the CY98C board his OSB should have reflected
the aeronautical rating of “master navigator” effective 27 March
1993. Since the selection board in question reviewed an inaccurate
record, we believe the applicant was deprived of a fair and equitable
consideration for promotion. Therefore, we recommend his record be
corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to include an Officer Selection
Brief reflecting an aeronautical rating of “master navigator”
effective 27 March 1993, be considered for promotion to the grade of
colonel by Special Selection Board for the Calendar Year 1998C Colonel
Board.
