APPLICANT REQUESTS THAT:
1. His completion of Squadron Officer School in-residence be
reflected on his Officer Selection Brief (OSB) for the CY99A
Colonel Board.
2. The Assignment History section on the OSB reviewed by the CY99A
Colonel Selection Board be corrected to show Command Level “HAF”
for Headquarters Air Force, rather than a blank for his current
position as Chief, Base Closure Rest Divi, at the Center for
Environmental Excellence (AFCEE) at Brooks AFB.
3. The Academic Education section on the OSB reviewed by the CY99A
Colonel Selection Board be corrected to show Virginia Military
Institute 1978 rather than “UNK.”
4. He be considered for promotion to the grade of colonel by a
Special Selection Board (SSB) for the CY99A Colonel Selection
Board, which convened on 2 August 1999.

APPLICANT CONTENDS THAT:
His records contained three errors, which he believes had a
significant impact on his opportunity for selection for promotion
by failing to properly represent his whole person performance and
potential. The policy change, HQ AFPC 990604 Msg, Officer
Preselection Brief (OPB) Re-flow, which removed in-residence Joint
Professional Military Education (JPME) Phase II from the OSB,
failed to replace it with his attendance at Squadron Officer’s
School (SOS). The message further stated that officers must
contact the Extension Course Institute (ECI) and identify the
course and method/date of completion in order for ECI to verify and
update displaced entries. He discovered this change following the
release of the board results and confirmed the impact during a
10 November 1999 review of his nonselection. The lack of SOS in-
residence would send a negative image to the Board of someone who
failed to realize the importance of PME throughout a career. He
completed SOS, Air Command and Staff College (ACSC), and JPME PhII
in-residence as well as ACSC and Air War College (AWC) by
correspondence.
The blank entry for the Command Level of his current position could
represent to board members that he failed to recognize the
importance of all levels of assignments in whole person
development. Although the information is captured elsewhere in the
selection folder, this blank on the OSB could have made a
difference. He is unsure whether this error and the error which
listed “UNK” in the Academic Education section of the OSB were
among the changes attempted because he has only found one set of
notes from the several times changes were made.
He believes these three errors could have substantially influenced
his board score when compounded together.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) reveals
the applicant’s Total Active Federal Military Service Date (TAFMSD)
is 15 June 1978. He is currently serving on active duty in the
grade of lieutenant colonel, having been promoted to that grade
effective 1 August 1994.
The applicant's OSB prepared for the CY99A Colonel Selection Board
does not indicate a Command Level in the Assignment History section
for his position as Chief, Base Closure Rest Divi, AFCEE. The PME
section indicates his completion of ACSC by correspondence in 1990,
ACSC in residence in 1992, and AWC by correspondence in 1999, but
does not indicate his completion of SOS in residence in 1981. The
Academic Education section does not indicate where and when he
completed his Bachelor’s Degree in Civil Engineering.
The applicant's OSB prepared for the CY98C Colonel Selection Board
does not indicate a Command Level in the Assignment History section
for his position as Chief, Base Closure Rest Divi, AFCEE. The PME
section indicates his completion of SOS in residence in 1981, ACSC
by correspondence in 1990, and ACSC in residence in 1992. It does
not indicate where and when he completed his Bachelor’s Degree in
Civil Engineering.
The PME section of the applicant’s OSB prepared for the CY97B
Colonel Selection Board indicates his completion of SOS in
residence in 1981, ACSC by correspondence in 1990, ACSC in
residence in 1992, and JPME PhII in residence in 1993. It does not
indicate where and when he completed his Bachelor’s Degree in Civil
Engineering.

AIR FORCE EVALUATION:
The Officer Promotion and Appointment Branch, AFPC/DPPPOO,
recommended disapproval stating that the applicant has not provided
documentation to show he exercised reasonable diligence to correct
the errors prior to the selection board. The applicant received an
OPB for the CY99A Colonel Selection Board approximately the end of
April. Specific instructions relevant to his request directed him
to his Military Personnel Flight (MPF) to correct duty
discrepancies, ECI for PME corrections and AFIT for academic
information corrections. While the applicant contends he sought
correction from his unit orderly room, he is unsure what date he
identified for correction and has provided nothing to support his
claim. He also does not substantiate what action he took through
ECI or AFIT to correct his PME or academic information. His
Officer Selection Record (OSR) contained a Training Report, which
informed the board of his attendance in residence. A complete copy
of DPPPOO’s evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the evaluation was forwarded to the applicant on
28 January 2000, for review and response within 30 days. The
applicant’s response to the evaluation is at Exhibit E.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of probable injustice. The applicant’s
contentions concerning information missing from his OSB before the
CY99A Colonel Selection Board are duly noted. However, we do not
find that the failure of this information to be reflected on this
OSB warrants reconsideration for promotion by a special selection
board. We have seen no evidence which would lead us to believe
that the missing information caused the applicant’s records to be
so misleading or inaccurate that the duly constituted selection
board was unable to make a reasonable decision concerning his
standing in relation to his peers. Furthermore, neither the
information concerning where and when he received his bachelor’s
degree, nor the command level for his current assignment, was
reflected on his two previous OSBs, which were reviewed by the
CY97B and CY98C Colonel Selection Boards. We have seen no evidence
showing his diligence in attempting to correct this information
prior to the convening of the CY99A Colonel Selection Board.
Therefore, in the absence of evidence to the contrary, we find no
basis to recommend granting the relief sought in this application.

RECOMMENDATION OF THE BOARD:
A majority of the Board finds insufficient evidence of error or
injustice and recommends the application be denied.

He had less than two years eligibility to complete ACSC prior to consideration for LTC IPZ in Apr 99, whereas his peers had at least four and one-half years. He did complete ACSC in Nov 99 in time for the CY99B board’s consideration. Although the applicant did not raise this issue, we believe his not having sufficient time to build a performance record as a major before being considered IPZ for LTC may have contributed to his nonselection.
