APPLICANT REQUESTS THAT:
1. His Duty Title for the period from 17 Oct 00 through the
present be changed from “Instructor Navigator, C-141” to
“Assistant Operations Officer” (which has since been corrected) on
his Officer Selection Brief (OSB) to reflect an accurate picture
of his duties.
2. His corrected record be considered for promotion to the grade
of lieutenant colonel by Special Selection Board (SSB) for the
Calendar Year 2000 (CY00) Lieutenant Colonel Board.

APPLICANT CONTENDS THAT:
When he reported to the 6th Airlift Squadron (AS) on 17 Oct 00, he
was assigned duties as the Assistant Operations Officer. At that
time, he requested that the appropriate duty title be loaded into
the personnel system. He followed the original request with two
other requests before the system was updated.
In support of his appeal, the applicant submitted a letter from
the Squadron Operations Officer.
Applicant’s complete submission is attached at Exhibit A.

STATEMENT OF FACTS:
The applicant’s Total Active Federal Military Service Date (TAFMS)
is 4 Oct 80. He is currently serving on extended active duty in
the grade of major, effective, and with a date of rank (DOR) of
1 Oct 96.

Applicant was considered and not selected for promotion to the
grade of lieutenant colonel by the CY00 Lieutenant Colonel Central
Selection Board that convened on 28 Nov 00.
On 22 May 01, applicant’s duty title was corrected to reflect
Assistant Operations Officer vice Instructor Navigator, C-141.

AIR FORCE EVALUATION:
The Chief, Operations Assignments Division, AFPC/DPAO, reviewed
this application and defers to AFPC/DPPPO for the SSB
recommendation.
A complete copy of the Air Force evaluation, with attachment, is
attached at Exhibit C.
The Chief, Promotion, Evaluation & Recognition Division,
AFPC/DPPPOO, also reviewed this application and indicated that
written instructions accompany the officer preselection brief
(OPB) that every officer receives prior to being considered by a
central selection board. These instructions advised the officer
to request changes to both current duty information and assignment
history as soon as possible. Although the OPB was received prior
to the applicant reporting to his new duty station, he had
sufficient time prior to the board to ensure his new duty
information was updated and accurate. The applicant has not
provided any evidence as to what action he took to ensure his duty
title was correct prior to the board convening. In addition, the
instructions specifically state, “Officers will not be considered
by a Special Selection Board, if, an exercising reasonable
diligence, the officer should have discovered an error or omission
in his/her records and could have taken corrective action.” Since
the applicant has not demonstrated “reasonable diligence” in the
maintenance of his records, DPPPOO does not support promotion
reconsideration on this issue.
DPPPOO states that there is no clear evidence that the incorrect
duty title negatively impacted applicant’s promotion opportunity.
Central boards evaluate the entire Officer Selection Record (OSR)
(including the promotion recommendation form, OPRs, Officer
Effectiveness Reports (OERs), training reports, letters of
evaluation, decorations, and officer selection brief), assessing
whole person factors such as job performance, professional
qualities, depth and breadth of experience, leadership, and
academic and professional military education (PME). The selection
board had applicant’s entire OSR that clearly outlined his
accomplishments since the date he came on active duty. DPPPOO is
not convinced the lack of the duty title caused the applicant’s
nonselection and, therefore, are opposed to him receiving SSB
consideration on this issue.
DPPPOO further states that eligible officers are also provided the
opportunity to correspond by letter with their board to address
any matter of record concerning themselves that they believe
important to their consideration. If the applicant believed his
duty title was relevant to the process, he could have provided
this information by letter to the board. DPPPOO has verified the
applicant elected not to exercise this entitlement. They
recommend disapproval of the applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to applicant
on 24 Aug 01 for review and response. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice. After
reviewing the statement provided by the Director of Operations, we
are persuaded that the OSB reviewed by the board in question did
not reflect the factual information and therefore the applicant
was considered for promotion with an inaccurate record. The
Director stated that due to an administrative oversight, the
applicant’s duty title was not correctly loaded into PC-III prior
to his records meeting the CY00 promotion board. In view of this
statement, and in an effort to offset any possibility of an
injustice to the applicant, and based on the prior change to the
OSB, which was not considered by any SSB promotion board, we
recommend that the applicant’s records be corrected to the extent
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the OSB, prepared
on 15 Nov 00 for consideration by the CY00 Lieutenant Colonel
Board, be amended to change the 17 Oct 00 entry under Assignment
History to read “Assistant Operations Officer” under Duty Title.
It is further recommended that his record be considered for
promotion to the grade of lieutenant colonel by SSB for the CY00
Central Lieutenant Colonel Board, with the corrected OSB.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that the Officer
Selection Brief (OSB), prepared on 15 November 2000 for
consideration by the Calendar Year 2000 (CY00) Lieutenant Colonel
Board, be amended to change the 17 October 2000 entry under
Assignment History to read “Assistant Operations Officer” under
Duty Title.
It is further directed that his record be considered for
promotion to the grade of lieutenant colonel by Special Selection
Board for the CY00 Central Lieutenant Colonel Board, with the
corrected OSB.

He also requests promotion consideration by a Special Selection Board (SSB) by the CY00 board. He was advised by personnel since his duty title on his Promotion Recommendation Form (PRF) was correct, the board would have the correct information. Also, since the applicant was aware of the error and knew the information had not been corrected, he could have written a letter to the board informing them of his missing duty title.
