APPLICANT REQUESTS THAT:

His projected reenlistment be backdated to 7 April 1999 to qualify him
for a Selective Reenlistment Bonus (SRB) Zone A Multiple 1.

APPLICANT CONTENDS THAT:

The reasons the applicant believes the  records  to  be  in  error  or
unjust and the evidence submitted in support  of  the  appeal  are  at
Exhibit A.

STATEMENT OF FACTS:

The relevant facts pertaining to this application, extracted from  the
applicant's military records, are contained in the letter prepared  by
the appropriate Air Force  office  of  primary  responsibility  (OPR).
Accordingly, there is no need to recite these facts in this Record  of
Proceedings.

AIR FORCE EVALUATION:

The Chief, Skills Management Branch, HQ AFPC/DPPAE,  states  that  the
applicant was eligible to reenlist anytime after 18 December 1998, the
date SRB Zone B was authorized for his specialty.  The  applicant  did
not contact the reenlistment section until 6 April 1999.  At this time
it was not possible to complete the reenlistment action  nor  did  the
applicant advise the military personnel flight (MPF) that  he  had  to
reenlist by 7 April 1999 or lose his SRB entitlement.   The  applicant
had ample  opportunity  to  reenlist  prior  to  7  April  1999.   His
temporary absence from his permanent duty station  for  about  9  days
during March 1999 to  meet  family  obligations  does  not  by  itself
justify a retroactive reenlistment.  He has provided  no  evidence  to
indicate error or injustice.  Recommend the request be denied.

A copy of the Air Force evaluation is attached at Exhibit C.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
26 July 1999 for review and response within 30 days.  As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to demonstrate the
existence of  probable  error  or  injustice  to  recommend  favorable
consideration to applicant’s request.   We  note  that  the  applicant
could have initiated his reenlistment as early  as  December  1998  to
receive a selective reenlistment bonus (SRB).  However, prior  to  the
expiration date for reenlistment to qualify for the  SRB,  it  appears
that his spouse was having medical problems and was going  to  require
surgery thereby causing the applicant’s  absence  from  his  permanent
duty station on different occasions.  We are persuaded that because of
his concerns in dealing with his spouse’s  medical  problems  and  the
fact that he  had  to  be  away  from  his  duty  station  on  several
occasions,  he  requested  reenlistment  the  day   before   the   SRB
entitlement was to expire and  was  informed  there  was  no  time  to
process the reenlistment.   We believe this created  an  injustice  to
the applicant and therefore recommend his records be corrected to  the
extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to  show  that  he  was  honorably
discharged  on  5 April  1999,  rather  than  28  October  1999,   and
reenlisted in the Regular Air Force  on  6  April  1999,  rather  than
29 October 1999, for a period of four (4) years with entitlement to  a
Zone A, Multiple One (1) Selective Reenlistment Bonus (SRB).

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to               , be corrected to show that he was
honorably discharged on 5 April 1999, rather than 28 October 1999, and
reenlisted in the Regular Air Force on 6 April 1999, rather than
29 October 1999, for a period of four (4) years with entitlement to a
Zone A, Multiple One (1) Selective Reenlistment Bonus (SRB).
