APPLICANT REQUESTS THAT:
His records be corrected to allow his entitlement to a Selective
Reenlistment Bonus (SRB).

APPLICANT CONTENDS THAT:
He was briefed by the Reenlistment Section of his Military Personnel
Flight that his career field would not have a “Zone C” reenlistment
bonus during the period of his reenlistment eligibility window (23 Nov
98 to 21 Jan 99). He reenlisted on 1 Dec 98. On 18 Dec 98, the Air
Force Personnel Center (AFPC) announced that his career field was
authorized a “Zone C” bonus multiplier of “0.5.” Had he been informed
of the upcoming release of new bonuses, he would have elected to wait
until after the release to reenlist (Exhibit A).

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
that the applicant is currently serving on active duty in the grade of
technical sergeant, having been promoted to that grade on 1 May 99.
The relevant facts pertaining to this application are contained in the
letter prepared by the appropriate office of the Air Force.
Accordingly, there is no need to recite these facts in this Record of
Proceedings.

AIR FORCE EVALUATION:
The Skills Management Branch, AFPC/DPPAE, reviewed this application
and recommended denial. DPPAE noted that, on 1 Dec 98, the applicant
reenlisted for four years and did not receive an SRB. On 18 Dec 98,
HQ USAF/DPRS announced that his Air Force Specialty Code (AFSC) would
receive a Zone C, Multiple 1.0, SRB effective 18 Dec 98. DPPAE
indicated that at the time of his reenlistment, neither the applicant
nor the military personnel flight (MPF) had any reason to believe his
AFSC would get an SRB. According to DPPAE, it is difficult to believe
the MPF would have even addressed his eligibility for an SRB when the
Air Force has not authorized a Zone C SRB since 1985. Further, he has
provided no evidence to substantiate miscounseling by the MPF nor an
error or injustice. As such, it would not be justified to allow him
an entitlement not provided to others in a similar situation.

(EXAMINER’S NOTE: Effective 21 Apr 99, the Air Staff (AF/DPRS)
started providing advance notice to military personnel flights
requesting that personnel projected to reenlist be advised that an SRB
review was in progress. This allowed personnel to delay reenlistment
until after the SRB review was completed and to maximize SRB
entitlements - see attached DPPAE letter).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 11
Feb 00 for review and response. As of this date, no response has been
received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable injustice. The evidence of record reflects that
the applicant reenlisted on 1 Dec 98. Subsequent to his reenlistment,
on 18 Dec 98, HQ USAF/DPRS announced that his AFSC would receive an
SRB. There is no indication that the applicant’s MPF had any reason
to believe his AFSC would receive an SRB or that he was advised
inappropriately at the time of his reenlistment concerning this
matter. However, in light of the close proximity between the
applicant’s reenlistment and the announcement of the SRB for his AFSC
and the new policy by DPRS to provide advance notice to MPFs that
personnel projected to reenlist be advised that an SRB was in
progress, the Board majority believes that in order to remove the
possibility of an injustice, they recommend that the applicant’s
records be corrected to reflect his entitlement to an SRB.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. He was honorably discharged on 17 December 1998, rather than
30 November 1998, and reenlisted in the Regular Air Force on
18 December 1998, rather than 1 December 1998, for a period of four
years.
b. At the time of his reenlistment on 18 December 1998, he was
entitled to a Zone C, Multiple 1.0, Selective Reenlistment Bonus (SRB)
with obligated service through 20 January 1999.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that:
a. He was honorably discharged on 17 December 1998,
rather than 30 November 1998, and reenlisted in the Regular Air Force
on 18 December 1998, rather than 1 December 1998, for a period of four
years.
