A constructive reenlistment to qualify for a Selective Reenlistment
Bonus (SRB) entitlement.

APPLICANT CONTENDS THAT:
She was unaware of the conditions surrounding the extension option.
If she had known the requirements, she would have opted for
reenlistment in a timely manner and she would have received the 6F051
Career Field Bonus.
In support of her request, the applicant submits a copy of an e-mail
from the Military Personnel Flight (MPF) The applicant’s complete
submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:
Applicant contracted her initial enlistment in the Regular Air Force
on 16 May 1996 for a period of four years. She reenlisted in the
grade of senior airman (E-4) on 21 October 1999 for a period of four
years. The applicant has been progressively promoted to the grade of
staff sergeant (E-5), with an effective date and date of rank of 1
November 2001. Applicant’s most recent reenlistment was on 1 August
2003 for a period of four years.

AIR FORCE EVALUATION:
HQ AFPC/DPPAE recommends the application be denied. DPPAE states that
on 3 June 2003, HQ USAF released a new Selective Reenlistment Bonus
(SRB) list, with an effective date of 4 June 2003, and announced that
affected personnel should be briefed. The HQ USAF message stated that
all deletions and decreases would be in effect as of 4 July 2003.
Every effort was made by the Air Staff as well as HQ AFPC to ensure
members were aware of the changes to the SRB list. There is no valid
reason to change the applicant’s reenlistment date to allow her to
receive an SRB. The HQ AFPC/DPPAE evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the advisory opinion and indicated that she is
aware of all the effort put into notifying members of the impending
change in the SRB listing. Her contention is that she never received
any information of her options with reenlisting/extending. She did
not reenlist and take the bonus because her plans were to extend 24
months and then get out as soon as her spouse finished his bachelors
degree. After she refused the bonus, thinking she would be able to
extend, she was notified by the MPF that only first termers could
extend their enlistments. This gave her the option of getting out in
October or reenlisting, with no bonus. Had she been aware that she
could not extend, she definitely would have reenlisted and taken
advantage of getting the bonus before it was stopped for her career
field. The applicant’s complete submission is at Exhibit E.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After reviewing the applicant’s
submission and the evidence of record, we are persuaded that relief is
warranted. We note that, at the time the Selective Reenlistment Bonus
(SRB) was announced for the applicant’s career field, she had planned
to extend her enlistment rather than reenlist. The applicant was
subsequently notified that she was ineligible for an enlistment
extension and, by this time, the SRB was no longer being offered. We
believe that, had the applicant been properly counseled concerning her
options of extending her enlistment or reenlisting, she would have
reenlisted initially and would have been automatically eligible for
the reenlistment bonus. In view of the circumstances presented in
this case, and in an effort to remove any possibility of an injustice
to the applicant, we recommend her records be corrected to the extent
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that she was honorably
discharged on 2 July 2003 rather than 31 July 2003 and reenlisted in
the Regular Air Force on 3 July 2003 rather than 1 August 2003 for a
period of four years and three months; and, at the time of her
reenlistment on 3 July 2003, she was entitled to a Zone B, multiple
0.5 Selective Reenlistment Bonus (SRB).

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that she was
honorably discharged on 2 July 2003 rather than 31 July 2003 and
reenlisted in the Regular Air Force on 3 July 2003 rather than 1
August 2003 for a period of four years and three months; and, at the
time of her reenlistment on 3 July 2003, she was entitled to a Zone B,
multiple 0.5 Selective Reenlistment Bonus (SRB).

He reenlisted in the Regular Air Force on 3 December 1990 in the grade of senior airman for a period of six years.
