APPLICANT REQUESTS THAT:

His reenlistment date be changed from 11 Dec 98 to  no  earlier  than
18 Dec 98  so  that  he  will  receive  entitlement  to  a  Selective
Reenlistment Bonus (SRB).

APPLICANT CONTENDS THAT:

His date of separation (DOS) was  20 Dec  98  and  he  reenlisted  on
11 Dec 98 so his pay would not be effected.  He was  briefed  by  his
retentions counselor that  if  he  delayed  this  process,  he  could
encounter pay problems.  After he reenlisted on  11 Dec  98,  he  was
informed that a 0.5 SRB payable to Zone B reenlistment took effect on
18 Dec 98.  If he would have been made aware  of  the  SRB  effective
date, he would have reenlisted for six years rather than  four  years
on 18 Dec  98  rather  than  11 Dec  98.   He  was  informed  by  his
reenlistment office that members who are currently  eligible  for  an
SRB are notified when changes are going to take place.

In support of his appeal, the applicant provided  a  memorandum  from
his flight commander, a statement from his retentions counselor,  and
a memorandum requesting he receive an SRB.

Applicant’s complete submission is attached at Exhibit A.

STATEMENT OF FACTS:

The Air Force indicated that on 11 Dec 98, the  applicant  reenlisted
in the Regular Air Force for a period  of  four  years  and  did  not
receive an SRB.

On 18 Dec 98, Headquarters USAF/DPRS, announced that applicant’s  Air
Force specialty code (AFSC) would receive a Zone B, Multiple 0.5, SRB
effective 18 Dec 98.

AIR FORCE EVALUATION:

The  Chief,  Skills  Management  Branch,  AFPC/DPPAE,  reviewed  this
application  and  indicated  that  at   the   time   of   applicant’s
reenlistment, neither he nor the Military Personnel Flight (MPF)  had
any reason to believe his  AFSC  would  get  an  SRB.   There  is  no
evidence of error, injustice, or  miscounseling  in  this  case.   As
such, it would not be justified to allow applicant an entitlement not
provided  to  others  in  a  similar  situation.   DPPAE   recommends
applicant’s request be denied.

A complete copy of the Air Force evaluation is attached at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation  was  forwarded  to  applicant  on
3 May 99 for review and response.  As of this date, no  response  has
been received by this office.

On 21 Jan  00,  the  Chief,  Skills  Management  Branch,  AFPC/DPPAE,
advised that effective 21 Apr 99, the  Air  Staff  started  providing
advance  notice  to  military  personnel  flights   requesting   that
personnel projected to reenlist be advised that an SRB review was  in
progress.  This would allow personnel  to  delay  reenlistment  until
after the SRB review was completed and to maximize SRB  entitlements.
Although  the  policy  was  not  in  effect  at  the  time  applicant
reenlisted,  based  on  the   circumstances   requiring   his   early
reenlistment, they recommend the case be granted (Exhibit D).

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented to  demonstrate
the existence of probable error or injustice.   After  reviewing  the
applicant’s submission and the evidence of record, we find  there  is
sufficient basis to warrant granting the requested relief.  We  agree
with the findings and recommendations of  the  Air  Force  and  adopt
their rationale as the basis for our decision that the applicant  has
been a victim of an injustice.  In view of the foregoing and in order
to preclude any  further  injustice,  we  recommend  the  applicant’s
record be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department  of  the  Air  Force
relating to APPLICANT, be corrected to show  that  he  was  honorably
discharged on 18 Dec 98, rather than 10 Dec 98 and reenlisted in  the
Regular Air Force on 19 Dec 98, rather than 11 Dec 98, for  a  period
of six (6) years with entitlement to a Zone B, Multiple .5  Selective
Reenlistment Bonus, payable for six (6) years.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department  of  the  Air
Force relating to , be corrected  to  show  that  he  was  honorably
discharged on 18 December 1998, rather than  10  December  1998  and
reenlisted in the Regular Air Force on 19 December 1998, rather than
11 December 1998, for a period of six (6) years with entitlement  to
a Zone B, Multiple .5 Selective Reenlistment Bonus, payable for  six
(6) years.
