APPLICANT REQUESTS THAT:
She be provided a constructive reenlistment to qualify for a Selective
Reenlistment Bonus (SRB).

APPLICANT CONTENDS THAT:
She was not properly advised by the Military Personnel Flight (MPF) at
McChord Air Force Base (AFB) regarding her eligibility to reenlist,
with entitlement to an SRB. Also, she never received notification of
a change to her entitlement to an SRB.
In support of her appeal, the applicant provided copies of her
enlistment/reenlistment documents.
Applicant’s complete submission, with attachments, is at Exhibit A.
Applicant provided an additional statement, dated 2 May 05, for the
Board’s consideration, which is attached at Exhibit B.

STATEMENT OF FACTS:
Applicant initially enlisted in the Regular Air Force on 12 May 99 for
a period of six years in the grade of airman basic. She was honorably
discharged on 9 May 05 for the purpose of immediate reenlistment. She
reenlisted on 10 May 05 for a period of four years in the grade of
staff sergeant. At the time of her reenlistment, no enlistment
guarantee was made.
Information extracted from the Personnel Data System (PDS) indicates
the applicant is currently serving on active duty in the grade of
staff sergeant, having been promoted to that grade on 1 Jul 03. Her
Total Active Federal Military Service Date (TAFMSD) is 12 May 99.

AIR FORCE EVALUATION:
AFPC/DPPAE recommended denial indicating that Headquarters, United
States Air Force (HQ USAF), released a new SRB list by message, with
an effective date of 24 Mar 05, and announced that affected personnel
should be briefed. This message stated that all deletions and
decreases would be in effect as of 23 Apr 05. This same message
requested that articles be published in all base papers announcing the
changes to the current SRB program and informing all members they
should contact their MPF to determine their eligibility to reenlist
with an SRB entitlement. This information was also posted on the Air
Force Personnel Center’s (AFPC) Reenlistments Web page. In
AFPC/DPPAE’s view, every effort was made by the Air Staff, as well as
AFPC, to ensure members were aware of the changes to the SRB list.
There is no valid reason to change the applicant’s reenlistment date
to allow her to receive an SRB.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 17
Jun 05 for review and response. As of this date, no response has been
received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the
available evidence, we are persuaded that corrective action is
warranted in this case. In this respect, it appears the applicant was
in a transitional situation, as a result of a permanent change of
station (PCS), during the period of time announcements were made
regarding the changes to the SRB program. Therefore, we believe it is
reasonable to assume she may not have been aware of the change to the
SRB program, and did not receive notification of a change to her
entitlement to an SRB, or of her eligibility to reenlist with
entitlement to an SRB. In our view, any doubt concerning this matter
should be resolved in favor of the applicant. Accordingly, we
recommend her records be corrected as set forth below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that she was honorably
discharged on 28 April 2004, rather than 9 May 2005, and reenlisted in
the Regular Air Force on 29 April 2004, rather than 10 May 05, for a
period of 5 years and 11 months, with entitlement to a Zone A,
Multiple 1.5, Selective Reenlistment Bonus (SRB).

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that she was honorably
discharged on 28 April 2004, rather than 9 May 05, and reenlisted in
the Regular Air Force on 29 Apr 04, rather than 10 May 05, for a
period of 5 years and 11 months with entitlement to a Zone A, Multiple
1.5, Selective Reenlistment Bonus (SRB).
