MEMORANDUM FOR THE CHIEF OF STAFF
Under the authority of Section 1552, Title 10, United States Code, Air Force Instruction
36-2603, and having assured compliance with the provisions of the above regulation, the decision
of the Air Force Board for Correction of Military Records is announced, and it is directed that:

MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
SUBJEC
Having carefully reviewed this application, we agree with the recommendation of the Air
Force and adopt the rationale expressed as the basis for our decision that the applicant has been
the victim of either an error or an injustice. Therefore, under the authority delegated in AFI
36-2603, the applicant's records will be corrected as set forth in the accompanying Memorandum
for the Chief of Staff signed by the Executive Director of the Board or his designee.

1. The requested corrections cannot be accomplished administratively at this headquarters.
2. The applicant is requesting a correction to his military records to remove a break in service that
resulted from his involuntary reassignment from the Selected Reserve to the Inactive Status List Reserve
Section (ISLRS).
3. The following is analysis of the case:
a. The applicant was reassigned from his participating Reserve assignment to the Inactive Status List
Reserve Section (ISLRS) on 20 April 1994 after he was identified as meeting the criteria for the
Lieutenant Colonel Tenure Program.
b. While assigned to ISLRS, the applicant was not eligible to participate for pay or points, nor was he
eligible for promotion or promotion consideration.
c. The applicant did not meet the FY95 Air Force Reserve Colonel Overall Vacancy Selection Board
that convened 3 October 1994.
d. The applicant was reassigned from the Inactive Status List Reserve Section to the Retired Reserve
on 10 May 1995.

If the Air Force Board for Correction of Military
Records (AFBCMR) agrees with our recommendations, the following corrective actions should be taken:
a. Revoke Reserve Order J E - - 4 HQ ARPC, 22 April 1994 that relieved the applicant from his
active Ready Reserve position and assigned him to the Inactive Status List Reserve Section (ISLRS).
b. For Retirement Year Ending 3 1 January 1995, award 5 paid Active Duty (AD) points, and 32 paid
Inactive Duty Training (IDT) points. Applicant’s record would then show 14 AD points, 48 IDT points, 0

c. For Retirement Year Ending 1 March 1995, award 4 paid IDT points. The applicant's record would
then show 0 AD points, 4 IDT points, 0 ECI points, 1 membership point, 5 total and retirement points and
1 month and 1 day of satisfactory Federal service.
d. Consider the applicant's record for promotion to the grade of colonel by a Special Review Board
(SRB) in lieu of the FY95 Air Force Reserve Colonel Selection Board that convened on
3 October 1994. The applicant's record should be considered in comparison with the records of those
who were and were not selected for promotion.
e. If applicant is selected for promotion, his mandatory separation date (MSD) will be adjusted
