STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from
the applicant's military records, are contained in the letter
prepared by the appropriate office of the Air Force, Office of
Primary Responsibility (OPR) . Accordingly, there is no need to
recite these facts in this Record of Proceedings.

HQ ARPC/DP recommends applicant be credited with the appropriate
number of points to reflect a satisfactory year of Federal
service for retirement.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing --
law or regulations.
2 . The application was timely filed.
3 . Sufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice
warranting partial relief. We note that after the applicant had
been approved for an IMA position and was assigned to McGuire
AFB, that base was scheduled for closure and he had to be
reassigned to another reserve unit. However, when the process of
reassignment started, there was a four-month delay causing the
applicant's inability to perform in his unit and earn the
required number of retirement points to qualify for a
satisfactory year of Federal service. HQ ARPC/DP states that the
applicant's request for reassignment could have been delayed due
to Desert Shield/Desert Storm. In view of the length of time it
took to process the applicant's reassignment to another reserve
unit and in an effort to remove any possibility of an injustice
to the applicant, we agree with the ARPC/DP recommendation.
Applicant's request for eight additional Inactive Duty Training
(IDT) points is not favorably considered. In view of the fact
that his reserve point credit summary was p7eviously adjusted to
reflect 17 Active Duty Training (ADT) points, as indicated by the
Lead Technician at ARPC, only six IDT points need be credited to
give him a satisfactory year for retirement for the retirement

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he was credited
with an additional 6 non-paid Inactive Duty Training (IDT) points
during the retirement/retention year 30 September 1 9 9 2 through
2 9 September 1 9 9 3 , resulting in 17 active duty training (ADT)
points, 1 8 IDT points, and 15 membership points for a total of 50
retirement points; and, that the period 3 0 September 1 9 9 2 through
2 9 September 1 9 9 3 is a year of satisfactory Federal service for
retirement.

1. The requested correction cannot be accomplished administratively at this headquarters.
2. The applicant is requesting 8 non-paid Inactive Duty Training (IDT) points and unpaid

3. The following is an analysis of the circumstances surrounding this case:
a. The applicant was assigned to the 170th United States Air Force clinic, -ir
National Guard, on 22 May 1988. On 1 October 1992, applicant was transferred to the
Nonaffiliated Reserve Section (NARS)’.’ Members assigned to NARS are not allowed to
