MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
SUBJECT:
Having carehlly reviewed this application, we agree with the recommendation of the Air
Force and adopt the rationale expressed as the basis for our decision that the applicant has been
the victim of either an error or an injustice. Therefore, under the authority delegated in AFI 36-
2603, the applicant's records will be corrected as set forth in the accompanying Memorandum for
the Chief of Staff signed by the Executive Director or his designee.

SUBJECT: Application for Correction of Military Records
The applicant, while serving on active duty in the grade of captain, was twice not selected
for promotion to the permanent grade of major. As a result, he was involuntarily discharged on
28 Feb 98 under the provisions of AFR 36-12, Non-Selection, Permanent Promotion. Officer was
discharge with an honorable discharge. He had 12 years 06 months and 29 days total active
service.
Requested Action. The applicant is requesting reinstatement to active duty in the grade
of major (04), per instruction of the Special Selection Board which convened on 18 May 98.
Conclusion and Recommendation. Recommend approval based on the decision of the
Special Selection Board and announced by HQ

The applicant states personnel at the Military Personnel Flight erroneously completed an AF Form 964 and updated this data (MPF) at which indichted he refbsed to get retainability for a PCS to the CONUS. Further, he states that he visited the Air Force Personnel Center (AFPC) on 12 Sep 97 where he was “promoted” to SSgt in an impromptu ceremony. Recommend the applicant’s record be corrected to reflect that he was promoted to staff sergeant effective and with DOR of 1 Sep 97.

The appropriate Air Force offices evaluated applicant's request and provided advisory opinions to the Board recommending the application be denied (Exhibit C). - After careful consideration of applicant's request and the available evidence of record, we find insufficient evidence of error or injustice to warrant corrective action. Applicant did not identi@ any specific errors in the discharg&progessing nor provide facts which warrant a change in the discharge he received.
RECOMMENDATION: The BCMR Medical Consultant is of the opinion that, in order to correct an injustice of improperly labeling the applicant’s disorder, the applicant’s request for change of reason for discharge be granted.
