SUBJECT:
Having carefully reviewed this application, we agree with
the recommendation of the Air Force and adopt the rationale
expressed as the basis for our decision that the applicant has
been the victim of either an error or an injustice.

SUBJECT: Application for Correction of Military Record
The attached Application for Correction of Military Record is forwarded for appropriate
action, since corrective action cannot be accomplished at this level.

i n g his date of rank (DOR) to Captain be changed from 15 Feb
82 to 7 Nov 8 1 or, at worst, to 1 Dec 8 1. He contends that because his DOR was computed
incorrectly, he missed the correct promotion board and the error had a detrimental effect on his
military career.
DOR was incorrectly computed using the wrong regulation. His DOR
should have been computed IAW with AFR 35-3, paragraph 8e, Service Dates and Dates of
Rank, not AFR 36-15, Table 2-4, Rules 1-7, Appointment in Commissioned Grades and
Designation and Assignment in Professional Categories-Reserve Of The Air Force And United
States Air Force (Temporary) and AFR 45-26, paragraph 12b(2), Voluntary Entry On Extended
Active Duty (EAD) Of Commissioned ODcers Of The Air Reserve Forces. Using AFR 35-3,
paragraph 8e, the DOR would have been computed by awarding one day for each day of all
active duty commissioned service in the grade in which placed on the active duty list (ADL), and
awarding one-half day for each day of all commissioned service in an active status but not on
active duty in the grade in which placed on the ADL.

From Jan 92 through Jul93, an audit of service dates of over 16,500 non-line oficers
were conducted. Approximately 408 errors were identified, however there is no record of-
