MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
SUBJECT :
Having carefully reviewed this application, we agree with the
recommendation of the Air Force office of primary responsibility
and adopt the rationale expressed as the basis for our decision
that the applicant has been the victim of either an error or an
injustice. Therefore, under the authority delegated in AFI
36-2603, the applicant's records will be corrected as set forth in
the accompanying Memorandum for.the Chief of Staff signed by the
Executive Director of the Board or his designee.

SUBJECT: Application for Correction of Military Records
Requested Action and Basis for Request. Add one (1) day to leave account since finance
personnel miscalculated remaining days of leave during preparation for retirement. The
miscalculation resulted in one (1) day excess leave and a reduction in the final pay received upon
retirement.
Facts and Discussion. Leave history shows applicant had 54 days on 1 Oct 97 and earned
12.5 days 1 Oct 97 through 28 Feb 98. (54 + 12.5 = 66.5) He used 7 days before taking 60 days
terminal leave 31 Dec 97 - 28 Feb 98. He also took 20 days PTDY 1 1 - 30 Dec 97. Finance
accounts for leave taken in full day increments. Military personnel flight personnel
miscalculated applicant’s dates for 20 days PTDY 1 1 - 30 Dec 97 and the dates for terminal leave
31 Dec 97 - 28 Feb 98. When the applicant started his terminal leave, he had 59.5 days accrued
leave as of 28 Feb 98. The correct dates should have been 12 - 3 1 Dec 97 for 20 days PTDY and
1 Jan - 28 Feb 98 for 59 days terminal leave. We support granting relief because the Air Force
should not penalize the applicant for the miscalculation of PTDY and terminal leave dates by
personnel at the military personnel flight.
Recommendation. Restore 1 day to current leave account.

The AFPC disability office established a 10 Jan 97 separation date after authorizing 20 days processing time and 10 days PTDY and notified the Military Personnel Flight on 12 Dec 96. The leave history shows 5 days leave 16 - 20 Dec 96,20 days PTDY 21 Dec 96 - 9 Jan 97, and a negative leave balance of minus 11.5 days. FACTS: Applicant was involuntarily separated fiom the Air Force on 10 Jan 97 for physical disability under the provisions of AFI 36-3212.
