AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
RECORD OF PROCEEDINGS
IN THE MATTER OF:
DEC 0 8 7998
DOCKET NUMBER: 98-00817
COUNSEL: None
HEARING DESIRED: NO
APPLICANTREOUESTS:
His Certificate of Release or Discharge, DD Form 214, be amended,
to reflect award of the Air Force Good Conduct Medal (AFGCM).
Examiner's Note :
In his application, the applicant requested his DD Form 214 be
amended to reflect the award of the Airman's Medal (AmnM) I Air
Force Outstanding Unit Award (AFOUA), and AFGCM. A DD Form 215
has been issued by AFPC amending the DD Form 214 to reflect the
AmnM. The applicant's current DD Form 214 reflects award of the
AFOUA .
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.
The relevant facts pertaining to this application, extracted from
the applicant's military records, are contained in the letter
prepared by the appropriate office of the Air Force.
Accordingly, there is no need to recite these facts in this
Record of Proceedings.
AIR FORCE E VALUATION :
The Recognition Programs Branch, AFPC/DPPPRA, reviewed this
,application and states that award of the AFGCM requires three
years of exemplary service; however, he served less than three
years and is not eligible for the AFGCM.
Therefore , they
recommend denial of his request for the AFGCM.

law or regulations.
2 . The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3 . Sufficient relevant evidence has been presented to
demonstrate the existence of a probable error or injustice. The
Board is cognizant of the fact that award of the AFGCM requires
three years of exemplary service and the applicant completed less
than the required three years. However, given the fact the
applicant was discharged for hardship reasons only 3 months prior
to being eligible for the AFGCM, and considering that he entered
the Air Force under the delayed enlistment program and had 7
months and 2 days of prior inactive service, we believe it would
be unjust to deny his request. Therefore, we recommend his
records be corrected to the extent indicated below.
THE BOARD RECOMM ENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that at the time of
his separation from the Air Force on 13 June 1980, he was awarded
the Air Force Good Conduct Medal as an exception to policy.
