On 12 June 1998, the Recognition Programs Branch, AFPC/DPPPRA,
advised the applicant that tine documentation he provided
substantiated his entitlement to r,he Air Medal and his records
would be administratively corrected.
AIR FORCE EVALUATION:
The Recognition Programs Branch, AFPC/DPPPRA, reviewed t h i s
application and states t h a t they have reviewed the TDY orders
provided by applicant, and stili cannot verify his eligibility
for the Kuwait Liberation Medal or t h e Southwest Asia- Service
Medal. Therefore, they recommend denial of his requests.
A complete copy of the Air Force evaluation is attached at
Exhibit G .
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 10 August 1998, for review and response within 30
days. However, as of this date, no response has been received by
this office.
THE BOARD CONCLUDES THAT:
Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After thoroughly
reviewing the evidence of record and the additional documentation
sLzbmitted by applicant, we are still not persuaded that he has
been the victim of an error or injustice. Since the applicant’s
records have been administratively corrected to reflect award of
the Air Medal, the only issue before this Board is whether or not
the applicant is eligible for the Southwest Asia Service Medal
and Kuwait Liberation Medal. The TDY orders the applicant has
provided have been noted; however, they do not substantiate his
eligibility f o r these medals. In the absence of copies of his
Travel Vouchers indicating the locations in which he was TDY or
copies of orders authorizing him as a regularly assigned crew
member, we are unable to determined whether or not he flew in the
Area of Responsibility (Persian Gulf) as a regularly assigned
crew member, o r that he was in the Area of RespoLsibility for 30
consecutive/60 nonconsecutive days. Therefore, in the absence of
such evidence, we find no compelling basis to recommend granting
the relief sought in this application.
THE BOARD DETERMINES THAT:
The applicant be notified’that the additional evidence presented
did not demonstrate the existence of probable material error or
injustice; that the application was denied without a personal
appearance; and that the application will only be reconsidered
upon the submission of newly discovered relevant evidence not
considered with this application.

On 4 Sep 97, the applicant was requested to provide a copy of his Travel Voucher for TDY to verify that he was in the Area of Responsibility for Operation Desert Shield/Storm (Exhibit C) .
