Applicant  requests  that  he  be  awarded  the  Presidential  Unit 
Citation  and  the  Air  Force  Good  Conduct  Medal  (AFGCM) 
Applicant's submission is at Exhibit A. 

The appropriate Air  Force offices evaluated applicant's request 
and  provided  advisory  opinions  to  the  Board  recommending  the 
application be  denied  (Exhibit C).  The  advisory opinions were 
forwarded to the applicant for review and  response  (Exhibit D). 
Applicant's  response  to  the  advisory  opinions  is  attached  at 
Exhibit E. 

After  careful  consideration  of  applicant's  request  and  the 
available  evidence of  record, we  find  insufficient evidence  of 
error or injustice to warrant corrective action.  The facts and 
opinions stated in  the  advisory opinions appear  to be  based  on 
the evidence of record and have not been  adequately rebutted by 
applicant. 
Absent  persuasive  evidence  applicant  was  denied 
rights  to  which  entitled,  appropriate  regulations  were  not 
followed, or appropriate standards were not applied, we  find no 
basis to disturb the existing record. 
Accordingly, applicant's request i s  denied. 
The Board staff is'directed to inform applicant of this decision. 
Applicant should also be informed that this decision is final and 
will  only be  reconsidered upon the presentation of new relevant 
evidence  which  was  not  reasonably  available  at  the  time  the 
application was filed.

4.  DISCUSSION.  Since the applicant did not arrive in 
closeout date of the unit’s  Presidential Unit Citation was 8 Apr 71, he is not eligible to share in 
this unit award.  Applicant was notified of the UIF having been established and that his name 
was removed from the promotion list.  Any one of these actions makes him ineligible for the Air 
Force Good Conduct Medal.

This is in partial response to your 13 Feb 98 Application for Correction of Military Record 

requesting award of the Air Force Good Conduct Medal, Presidential Unit Citation, and Air 
Force Outstanding Unit Award with V. This office is responsible for determining Air Force 
members' eligibility and entitlement to awards and decorations, and your case was sent to us for 
review.

1. REQUESTED ACTION.  Applicant requests reconsideration for award of the Presidential 
Unit Citation and Air Force Good Conduct Medal.

on 1 Jul70, which means the end period for award of the AFGCM would be 30 Jun 73.  The 
Letter of Denial was dated 30 Jul73, but the period of the denial was 1 May-30 Jun 73, stating, 
... during this period ...” the applicant “  has not maintained the standards of military bearing and 
behavior.”  Furthermore, the applicant was removed from the Promotion Eligibility Roster on 20 
Feb 74, and was not selected for reenlistment on 1 Apr 74.  Therefore. The applicant does not 
have a continuous three-year period of eligibility for the AFGCM.

4. DISCUSSION.  Applicant has not provided any documentation to substantiate his claim that
