Applicant  requests  that  he  be  awarded  the  Armed  Forces 
Medal  (AFEM) ,  or  other  appropriate expeditionary

medal, for his service in direct support of operations in Grenada 
between  23  October  1983  and  21  November  1983. 
Applicant's 
submission is at Exhibit A. 
The appropriate  Air Force office evaluated applicant's request 
and provided an advisory opinion to  the Board  recommending the 
application  be  denied  (Exhibit  C).  The  advisory  opinion  was 
forwarded to the applicant and  counsel  for review and  response 
(Exhibit D).  As of this date, no response has been received by 
this office. 
The  application  was  not  timely  filed;  however,  it  is  in  the 
interest of justice to excuse the failure to timely file. 
After  careful  consideration  of  applicant's  request  and  the 
available evidence of  record, we  find  insufficient evidence of 
error or injustice to warrant  corrective action.  The facts and 
opinions stated in the advisory opinion appear to be based on the 
evidence of record and have not been rebutted by applicant or his 
counsel.  Absent persuasive evidence applicant was denied rights 
to which entitled, appropriate regulations were not followed, or 
appropriate  standards  were  not  applied,  we  find  no  basis  to 
disturb the existing record. 
Accordingly, applicant's request is denied. 
The applicant's case is adequately documented and it has'not  been 
shown that  a  personal  appearance with  or without  counsel will 
materially  add  to  our  understanding  of  the  issue(s)  involved. 
Therefore, the request for a hearing is not favorably considered. 
The Board staff is directed to inform applicant of this decision. 
Applicant should also be informed that this decision is final and 
will only be reconsidered upon the presentation of new relevant 
evidence  which  was  not  reasonably  available  at  the  time  the 
application was filed.

1. REQUESTED ACTION.  Applicant requests award of the Armed Forces Expeditionary 
Medal or “other appropriate expeditionary medal.” 

2.  BASIS FOR REQUEST.  Applicant says he was in direct support of operations in Granada 
during 23 Oct 83-21 Nov 83. 

3.  FACTS. 

a.  Applicant served on Active Duty 29 Dec 81-28 Dec 85.  His Report of Separation reflects 

award of the Air Force Training Ribbon, Air Force Good Conduct Medal, and Air Force Out- 
standing Udt Award with V device. 

b.  The Armed Forces Expeditionary Medal is awarded to Service members who participated 

in the Grenada Operation (URGENT FURY) in Grenada for 30 consecutive or 60 nonconsecu- 
tive days during 23 Oct 83-21 Nov 83. 

c.  Applicant’s records do not contain any indication that he was in Grenada during the speci- 
fied period or that he participated in Operation URGENT FURY.  He was requested, on 5 Jun 98, 
to provide a copy of his TDY orders and Travel Voucher to substantiate his claim; he did not 
respond. 

4.  DISCUSSION.  We can not verify that the applicant served in Grenada in direct support of 
Operation URGENT FURY.  Although he had several TDY trips, none were to Grenada (three to 
Panama, one to Egypt).  We can not verify his eligibility for the Armed Forces Expeditionary 
Medal.  There is no other “appropriate expeditionary medal.” 

5.  RECOMMENDATION. 

Expeditionary Medal. 

We recommend disapproval of the applicant’s request to be awarded the Armed Forces
