The appropriate Air Force office evaluated applicant's request
and provided an advisory opinion to the Board recommending the
application be denied (Exhibit C). The advisory opinion was
forwarded to the applicant for review and response (Exhibit D).
Applicant's response to the advisory opinion is at Exhibit E.
After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant corrective action. The facts and
opinions stated in the advisory opinion appear to be based on the
evidence of record and have not been sufficiently rebutted by
applicant.
Absent persuasive evidence applicant was denied
rights to which entitled, appropriate regulations were not
followed, or appropriate standards were not applied, we find no
basis to disturb the existing record.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time the
application was filed.

1. REQUESTED ACTION. Applicant requests “recognition for a heroic act during Gulf War
service. ”
2. BASIS FOR REQUEST. Applicant feels he put his own life at risk to ensure the safety of
others .
3. FACTS.
a. Applicant served on Active Duty 11 Feb 91-8 Jul96, with TDY to Saudi Arabia 21 Oct
92- 15 Jan 93. He was placed on the Temporary Disability Retired List effective 8 Jul96, and
permanently retired effective 4 Feb 98 in the grade of Senior Airman. His DD Form 214 reflects
the following awards and decorations:

Southwest Asia Service Medal w/3 BSS
Armed Forces Expeditionary Medal
Air Force Good Conduct Medal
Kuwait Liberation Medal (Saudi Arabia)
Air Force Training Ribbon
National Defense Service Medal

b. Applicant was an ITT tour director while in Saudi Arabia. While on a tour, he stopped the
bus for the members to see a herd of camels. As the camels moved off, the members followed
them to get into camera range. When they were about 300 yards from the bus, gunshots were
fired. The applicant ran back to the bus, backed it up so the members could get on board, then
drove off.
c. Applicant has provided no documentation or statements to verify his claims. No recom-
mendation for a decoration has been submitted for the applicant. An individual can not recom-
mend himselfherself for a decoration.
4. DISCUSSION. The applicant has not provided any statements from individuals with first-
hand knowledge of the incident he describes. Since he was in charge of the tour and driving the
bus, it was his responsibility to ensure that the tour group was not endangered. It is considered
foolhardy, in a war zone, to wander off from a tour bus for such a distance without a local guide.

5. RECOMMENDATION.
We recommend disapproval of the applicant’s request to be recognized “for a heroic act
during his Gulf War service.”

This is not in response to your 30 Jun 98 Application for Correction of Military Record
requesting recognition for a heroic act during your Gulf War service. This office is responsible
for determining Air Force members’ eligibility and entitlement to awards and decorations, and
your case was sent to us for review.
While reviewing your records, we noticed several discrepancies and errors on your DD Form
Item 12f, there is no Foreign Service listed; your TDY
2 14, which need to be corrected. Und;
to Saudi Arabia should be listed. Item 13 reflects award of the Southwest Asia Service Medal
with 3 devices-it should read with 1 Bronze Service Star, since you were in Saudi Arabia during
only one campaign period; the Armed Forces Expeditionary Medal was not authorized for that
period and should be deleted; the Kuwait Liberation Medal (Saudi Arabia) is awarded to person-
nel who were in the Area of Responsibility 17 Jan 9 1 to 28 Feb 8 1 only-since you were not there
during that time period, you are noteeligible for this award, and it should be deleted. Item 18 lists
the incorrect dates you were in the Area of Responsibility, and this has been corrected.
Your records have been forwarded to the appropriate office to have your DD Form 2 14
corrected, and you will hear from them in separate correspondence. After your records have
been corrected, your case will be forwarded to the Board. Thank you for your patience.

However, the evidence provided has established to our satisfaction that the applicant‘s service during the period in question did warrant recognition by award of the Air Medal and that the recommendation for this award was submitted and lost.
