After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant corrective action. The facts and
opinions stated in the advisory opinion appear to be based on the
evidence of record and have not been rebutted by applicant or
counsel. Absent persuasive evidence applicant was denied rights
to which entitled, appropriate regulations were not followed, or
appropriate standards were not applied, we find no basis to
disturb the existing record.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time the
application was filed.

1. REQUESTED ACTION. Applicant requests his DD Form 2 14 be amended to reflect the
country at the end of each overseas tour ribbon.
2. BASIS FOR REQUEST. Applicant states “showing the Area of Operation would help in the
proof of Service where served. This would also help when applying to veterans organizations
(i.e., Veterans of Foreign Wars).”
3. FACTS.
a. Applicant served on Active Duty 16 Aug 74-3 1 Aug 94, with two overseas tours. He
served 3 Jun 81-2 Jun 82 in Korea, for which he received the Air Force Overseas Short Tour
Ribbon; and in Japan 10 Oct 88-1 1 Jun 93, for which he received the Air Force Overseas Long
Tour Ribbon.
b. The Air Force Overseas (Long/Short) Tour Ribbon does not reflect the country in which
an individual served, only that he/she served overseas and the number of long or short tours. The
Army of Occupation Medal does reflect (when warranted) the country (Germany or Japan) for
which it was received.
4. DISCUSSION. The Air Force Overseas (Long/Short) Tour Ribbon was not established to
enable individuals to join veterans organizations such as the Veterans of Foreign Wars (VFW).
The individual can request a complete copy of his personnel records from the National Personnel
Records Center, thus enabling him to provide documentation showing where he served and for
how long. A DD Form 214 should not be amended for one individual’s convenience.
5. RECOMMENDATION.
We recbmmend disapproval of the applicant’s request to amend his DD Form 214 to reflect
the country at the end of each overseas tour ribbon.

Before 6 Jan 86, the ribbon was awarded to Air Force and Air Force Reserve members credited with completion of an overseas tour on or after 1 Sep 80. The AFOSR-S and the AFOSR-L were authorized on 12 Oct 80, and awarded to Air Force active duty, Reserve, and National Guard personnel who have been awarded credit for an OS tour after 1 Sep 80. In this regard, the AFOSR-S and the AFOSR-L were authorized on 12 Oct 80 for those members who had been credited with an OS tour after 1 Sep 80. The applicant did not complete an OS tour after that date.
