Applicant requests that his records be corrected to reflect award of 
the Vietnam  Service Medal  and Republic  of  Vietnam  Campaign Medal. 
Applicant's submission is at Exhibit A. 
On  20  August  1998,  the  applicant's records  were  administratively 
corrected  by  AFPC/DPPRR  to  reflect  receipt  of  the  Air  Force 
Outstanding Unit Award with/V and the Republic of Vietnam Gallantry 
Cross with Palm, and his Foreign and/or SEA Service was corrected to 
read 1 year and 1 month rather than 13 months  (Exhibit C ) .  
The appropriate Air Force off ice evaluated applicant I  s request and 
provided  an  advisory  opinion  to  the  Board  recommending  the 
application  be  denied  (Exhibit  D). 
The  advisory  opinion  was 
forwarded to the applicant for review and response  (Exhibit E).  As 
of this date, no response has been received by this office. 
After careful consideration of applicant's request and the available 
evidence  of  record,  we  find  insufficient  evidence  of  error  or 
injustice  to  warrant  corrective  action.  The  facts  and  opinions 
stated in the advisory opinion appear to be based on the evidence of 
record and have not been rebutted by  applicant.  Absent persuasive 
evidence applicant was denied rights to which entitled, appropriate 
regulations were  not  followed, or  appropriate  standards were  not 
applied, we find no basis to disturb the existing record. 
Accordingly, applicant's request is denied. 
The Board  staff  is directed to  inform applicant  of  this decision. 
Applicant  should also be  informed that  this decision  is final and 
will  only  be  reconsidered  upon  the  presentation  of  new  relevant 
evidence  which  was  not  reasonably  available  at  the  time  the 
application was filed.

1.  REQUESTED ACTION.  Applicant requests DD Form 214 reflect his Vietnam Service by 
adding the Vietnam Service Medal and Republic of Vietnam Campaign Medal. 

2.  BASIS FOR REQUEST.  Applicant wants to join the Veterans of Foreign Wars organization 
and obtain veterans benefits. 

3.  FACTS. 

a.  Applicant served on Active Duty 25 Aug 65-24 Jan 69, with an overseas assignment to the 
345* Tactical Air Squadron in Taiwan 23 Jun 67-23 Jul68.  His DD Form 214 reflects award of 
the National Defense Service Medal and Air Force Good Conduct Medal. 

b.  The 345'  Tactical Air Squadron earned the Air Force Outstanding Unit Award with V and 

Republic of Vietnam Gallantry Cross with Palm while the applicant was assigned to the unit. 
These awards have been added to his DD Form 214. 

c.  Applicant is not eligible for the Vietnam Service Medal.  He was not assigned to a unit in 
Vietnam, Thailand, Cambodia or Laos.  He was not a regularly assigned crew member on flights 
into Vietnam from Taiwan, nor has he provided documentation to show that he served 30 con- 
secutive or 60 nonconsecutive days in Vietnam. 

d.  Applicant is not eligible for the Republic of Vietnam Campaign Medal.  He served in 

Taiwan, but there is no evidence he contributed direct combat support to the RVN Armed Forces 
for an aggregate of six months.  Furthermore, since he did not meet the criteria established for 
the Armed Force Expeditionary Medal (Vietnam) or Vietnam Service Medal, he is not consid- 
ered to have contributed direct combat support to the RVN Armed Forces. 

4.  DISCUSSION.  There is no doubt the applicant flew into Vietnam on several trips fiom Tai- 
wan, and he may have contributed support to 
U.S. combat forces in Vietnam; however, he has 
not met the criteria for award of the Vietnam Service Medal or the Republic of Vietnam Cam- 
paign Medal.  Although he has provided a “certificate” stating he met the criteria for award of the 
Vietnam Service Medal and the Republic of Vietnam Campaign Medal, it is undated, not signed 
by the proper officer, and not considered valid, as the applicant does 
either award.

5.  RECOMMENDATION. 

We recommend disapproval of the applicant’s request for award of the Vietnam Service 

Medal and Republic of Vietnam Campaign Medal.
