Requested Action. Applicant requests promotion to captain with subsequent date of rank.
Basis for Request. Applicant contends he was on the Army’s promotion list to captain
with a date of rank to first lieutenant of 30 Jun 96.
Discussion.
a. Application is timely, as applicant entered active duty in the Air Force on
6 Aug 97. Applicant was transferred to the Air Force on 6 Aug 97 as a first lieutenant in the
Nurse Corps with a date of rank of 30 Jun 96.
b. Applicant was recommended for promotion to captain from the FY97 Captain, Army
Nurse Corps, Promotion Board, convened on 8 Apr 97, per TAPC-MSP-0
memorandum, 30 Jun 97, FY97 Promotion Lists for Captain, Medical Service Corps (MS), Army
Medical Specialist Corps (SP) and Army Nurse Corps (AN) Competitive Categories.
c. Upon his accession into the active duty Air Force, his selection for promotion was not
transferred or accepted. DoD Directive 1300.4, 2 Apr 84, E10, states, “If a commissioned officer
transferred between two of the Military Services is on a promotion list to the next higher grade
under section of reference (b) (USC, Title lo), the Secretary of the Military Department
concerned may integrate the officer into the promotion list of the gaining Military Service based
on the officer’s date of rank in his or her current grade in the losing Military Service.” Procedures
to allow for the transfer of an officer’s promotion selection are not currently covered in existing
Air Force Instructions.
d. Applicant has provided sufficient evidence of his selection for promotion to captain.

transfer actions. Air Force Instructions are being amended to reflect this guidance. Applicant has
provided sufficient evidence of his selection for promotion. Eligibility to assume the grade of
captain must be certified by his commander until the applicant’s projected, effective date of rank.
To date, there is no contrary evidence to indicate or suggest propriety precluding promotion.
