THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of a duplicate course completion certificate filed in his records on the Interactive Personnel Electronic Records Management System (iPERMS).

2.  The applicant states he completed the Master Resilience Trainer Course on 26 September 2013.  He was issued two certificates showing completion dates of 26 and 27 September 2013 respectively.  Both are filed in iPERMS. 

3.  The applicant provides two certificates of training

CONSIDERATION OF EVIDENCE:

1.  Having had prior enlisted service, the applicant enlisted in the Regular Army on 28 October 2004.  He served through multiple reenlistments in a variety of stateside or overseas assignments and he attained the rank/grade of staff sergeant/E-6. 

2.  His records in iPERMS contain and he provides two certificates issued by the U.S. Army and the University of Pennsylvania certifying he completed 80 hours of training and graduated from the Master Resilience Trainer Course. 

3.  He was issued two certificates, one listing the dates of attendance as 16 September 2013 to 26 September 2013 while the others lists the dates as 16 September 2013 to 27 September 2013. 

4.  Army Regulation 600-8-104 (Army Military Human Resources (AMHRR) Management) prescribes Army policy for the creation, utilization, administration, maintenance, and disposition of the AMHRR.  The AMHRR Management Program is an essential military personnel information management program responsible for the archiving and storage of data, information, and documents authorized for filing in the AMHRR.  Personnel information and documents that comprise the AMHRR are processed into iPERMS for storage and future use.

DISCUSSION AND CONCLUSIONS:

1.  The purpose of maintaining the AMHRR is to protect the interests of both the U.S. Army and the Soldier.  In this regard, the AMHRR serves to maintain an unbroken, historical record of a Soldier's service, conduct, duty performance, and evaluation periods and any corrections to other parts of the AMHRR.  Once filed, the document becomes a permanent part of that file and will not be removed from or moved to another folder unless directed by an appropriate authority.

2.  The evidence of record shows the applicant was issued two certificates for the same training course, ending on different dates.  The correct ending date is not known but it may be presumed that what the applicant contends to be the correct ending date (26 September 2013) is the correct date.  The existence of these two certificates is a detractor that stands out as soon as his records are reviewed and may give the appearance that he is neglecting to review his official records.  The duplicate certificate should be removed from his records in iPERMS.  Further, extra measures should be taken to ensure the two certificates he provides with his application are not filed in iPERMS.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing from his records in iPERMS the certificate showing he completed the Master Resilience Trainer Course from 16 September to 27 September 2013.
