THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Advanced Wound Management Certification Course.

2.  The applicant states the course was mistakenly omitted from her DD Form 214 at the demobilization site.

3.  The applicant provides:

* DD Form 214 for the period ending 3 January 2012
* Certificate of Completion for the Advanced Wound Management Certification Course, dated 30 December 2011

CONSIDERATION OF EVIDENCE:

1.  The applicant's military record shows that after having prior military service, she was ordered to active duty on 9 July 2011 as a member of the U.S. Army Reserve in the rank/grade of lieutenant colonel (LTC)/O-5, in support of Operation Enduring Freedom.  She held area of concentration (AOC) 66H (Medical-Surgical Nurse).

2.  On 3 January 2012, she was honorably released from active duty by reason of completion of required active service.  The DD Form 214 she was issued at the time shows in item 14 (Military Education) the entry "NONE."

3.  The applicant provides a Certificate of Completion awarded to her upon completing 57 contact hours in the Advanced Wound Management Certification Course on 30 December 2011.  It also shows this course was provided by WoundEducators.com, LLC, an approved on-line provider of continuing nursing education by the New York State Nurses Association.

4.  Army Regulation 635-5 prescribes the separation documents that are prepared for individuals upon retirement, discharge, or release from active military service or control of the Army.  It also establishes standardized policy for preparing and distributing the DD Form 214.  It states for item 14, list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214.  Include title, length in weeks, and year completed.

5.  The Army Training Requirements and Resources System (ATRRS) maintains a database of course information on virtually every course that is taught by or for Army personnel at military and DoD training institutions.  The database includes training requirements, training programs, and course administrative data that is maintained on a daily basis in ATRRS by the agencies responsible.  ATRRS is the information source for course scope and prerequisite data published in
DA Pamphlet 351-4.

6.  DA Pamphlet 351-4 is the official source of information of formal courses of instruction offered at U.S. Army Schools and Training Centers.  This document defines a formal school course as a course operated to support Army-wide requirements as distinguished from a course operated by a major command for the benefit of that command and states that all courses that are described in
DA Pam 351-4 are formal courses.  The Advanced Wound Management Certification Course is not included among the courses found in this Army pamphlet.

DISCUSSION AND CONCLUSIONS:

1.  The applicant contends the Advanced Wound Management Certification Course should be added to her DD Form 214.

2.  This civilian course approved by the New York State Nurses Association is not a formal-in-service training course.  Although this course may assist her in her AOC, it is not considered a formal in-service (full-time attendance) training course.  Additionally, there is no provision for adding civilian education on the DD Form 214.

3.  In view of the foregoing, there is no basis for granting the applicant's requested relief.
