THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the:

* North Atlantic Treaty Organization (NATO) Medal
* Army Reserve Components Achievement Medal (ARCAM)
* Joint Service Achievement Medal (JSAM)
* Overseas Service Ribbon (OSR)

2.  He states the awards were not available to be placed on his DD Form 214 when he redeployed from Afghanistan.

3.  He provides:

* his DD Form 214
* a memorandum for the ARCAM
* a NATO Medal certificate
* a JSAM certificate 

CONSIDERATION OF EVIDENCE:

1.  The applicant's record shows that after prior enlisted service in the U.S. Air Force, he enlisted in the U.S. Army Reserve (USAR) on 9 June 2007 and he served until he was honorably discharged on 14 August 2008 for the purpose of 


appointment as a commissioned office in the USAR on 15 August 2008.  He was ordered to active duty for service in Afghanistan on 11 October 2010.

2.  He submitted:

	a.  a memorandum from the 1SG Adam S. Brandt USAR Center, Baltimore, MD, subject:  Award of the ARCAM, dated 3 September 2010, awarding him the ARCAM for the period September 2007 through September 2010;

	b.  a JSAM certificate issued by the Joint Sustainment Command, Afghanistan, showing Permanent Order Number 167-013, dated 16 June 2011, awarded him the JSAM for meritorious service for the period 11 October 2010 to 2 October 2011; and

	c.  a certificate showing he was awarded the NATO Medal for service with NATO in relation to the ISAF Operation in Afghanistan during the period 16 November 2010 to 10 October 2011.

3.  On 19 August 2011, he was released from active duty after serving 10 months and 9 days of net active service this period.  His DD Form 214 shows he was awarded or authorized the:

* Afghanistan Campaign Medal with campaign star
* Army Achievement Medal
* Air Force Outstanding Unit Award
* Air Force Good Conduct Medal
* National Defense Service Medal
* Global War on Terrorism Service Medal
* Army Service Ribbon
* Air Force Longevity Service Award
* Armed Forces Reserve Medal with "M" Device
* Air Force Training Ribbon

4.  Item 18 (Remarks) of his DD Form 214 shows he served in Afghanistan from 14 November 2010 to 2 July 2011.

5.  Army Regulation 600-8-22 provides Department of the Army policy, criteria, and administrative instructions concerning individual military decorations, Army Good Conduct Medal, service medals and ribbons, combat and special skill badges and tabs, unit decorations, and trophies, and similar devices awarded in recognition of accomplishments.  It states:


	a.  The following missions/operations have been approved by the Secretary of Defense for acceptance and wear of the NATO Medal:  (1)  Operations related to the former Republic of Yugoslavia (14 November 1995 to a date to be determined); (2)  Operations related to Kosovo (13 October 1998 to a date to be determined); (3)  Operation EAGLE ASSIST (12 October 2001 to 16 May 2002); (4)  Operation ACTIVE ENDEAVOR (26 October 2001 to a date to be determined); (5) International Security Assistance Force (ISAF) in Afghanistan
(1 June 2003 to a date to be determined); and (6) Operations in the Balkans
(1 January 2003 to a date to be determined).

	b.  the ARCAM is authorized for award to Army personnel, including Active Guard Reserve officers, in the rank of colonel and below for exemplary behavior, efficiency, and fidelity while serving as a member of a Reserve Component.  Individuals must have completed 3 years of qualifying service on or after
28 March 1995 for award of the ARCAM.  Such years of qualifying service must have been consecutive.  A period of more than 24 hours between Reserve enlistments or an officer’s service will be considered a break in service.

	c.  the OSR is awarded for successful completion of overseas tours.

6.  According to the Awards Branch at U.S. Army Human Resources Command, Iraq and Afghanistan are considered isolated areas where tour lengths have not been established by the Department of Defense.  Soldiers who serve 11 cumulative months in a 24-month period or 9 months continuous in Iraq or Afghanistan receive credit for a completed short tour.  For calculation purposes, 16 days constitutes a qualifying month.

7.  Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214.  The regulation, in effect at the time, directs that the purpose of the separation document is to provide the individual with documentary evidence of his or her military service.  It is important that information entered on the form is complete and accurate.

DISCUSSION AND CONCLUSIONS:

1.  Evidence of record shows the applicant was awarded the NATO Medal, ARCAM, and JSAM.  Therefore, his DD Form 214 should be corrected to show these awards.

2.  Evidence of record shows he served in Afghanistan from 14 November 2010 to 2 July 2011, which equals 7 months and 19 days.  The criterion for the OSR is to serve 11 cumulative months in a 24-month period or 9 months continuous in 


Afghanistan for tour completion credit.  Since the applicant did not meet the minimum criteria for overseas tour completion he is not entitled to the OSR or correction of his DD Form 214 to show this ribbon.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to his DD Form 214 the North Atlantic Treaty Organization Medal, Army Reserve Components Achievement Medal, and the Joint Service Achievement Medal.

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to adding the Overseas Service Ribbon to his DD Form 214.
