THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests her records be corrected to show award of the North Atlantic Treaty Organization (NATO) Medal, Noncommissioned Officers (NCO) Professional Development Ribbon, "Operation Enduring Freedom Campaign Medal," and the "Operation New Dawn Campaign Medal."

2.  The applicant states she was called to active duty in support of Operation Enduring Freedom and served in Kuwait and Bahrain from 8 January 2012 through 25 September 2012.  Not all of her authorized awards for this period of service are included on her DD Form 214 (Certificate of Release or Discharge from Active Duty).

3.  The applicant provides copies of her DD Form 214 and 13 September 2012 Memorandum for Record.

CONSIDERATION OF EVIDENCE:

1.  The applicant, an Army National Guard (ARNG) sergeant, was called to active duty in support of Operation Enduring Freedom on 17 October 2011.

2.  Department of the Army Orders CS-004-0087, dated 4 January 2012 reassigned (deployed) the applicant to the 237th Combat Support Battalion, Task Force Badger, Camp Patriot, Kuwait.


3.  A 13 September 2012 Task Force Badger Memorandum for Record states the applicant served the required period of service (5 January 2012 through 25 September 2012) in the Central Command Area of Responsibility for award of the Global War on Terrorism Expeditionary Medal, National Defense Service Medal, Global War on Terrorism Service Medal, Armed Forces Reserve Medal with "M" Device, and the Overseas Service Ribbon.  She was a member of the Area Support Group - Kuwait

4.  The applicant was released from active duty on 27 October 2012.  Her DD Form 214 shows:

	a.  she was ordered to active duty in support of Operation Enduring Freedom;

	b.  she served in Kuwait and Bahrain from 8 January 2012 through 25 September 2012; 

	c.  her authorized awards are the National Defense Service Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Army Service Ribbon, Overseas Service Ribbon, Armed Forces Reserve Medal with "M" Device, and the Mechanic Badge with Mechanic Clasp; and

	d.  she did not complete any formal military educational programs during this period.

5.  There is no evidence the applicant physically served in either Afghanistan or Iraq.  

6.  "Operation Enduring Freedom" is the official name used by the U.S. government for military operations in Afghanistan.  Operation Enduring Freedom is a joint U.S., United Kingdom (U.K.), and Afghan operation, separate from the International Security Assistance Force (ISAF), which is an operation of NATO nations.  The official dates for Operation Enduring Freedom are from 7 October 2001 to a date to be determined.

7.  "Operation Iraqi Freedom" is the official name used by the U.S. government for combat operations by U.S. forces in Iraq from 20 March 2003 to 31 August 2010.

8.  "Operation New Dawn" is the official name used by the U.S. government for transition operations in Iraqi from 1 September 2010 to 31 December 2011.  This operation represents a shift from a predominantly U.S. military presence to one that is predominantly civilian.

9.  Military Personnel (MILPER) Message Number 08-123, issued 30 April 2008, provided guidance on the criteria, applicability and standards on awarding and wear of service stars on the Afghanistan Campaign Medal and the Iraq Campaign Medal, to recognize a Soldier's participation in designated campaign phases within the areas of eligibility for the Afghanistan Campaign Medal and Iraq Campaign Medal.  It amended the beginning date for Operation Enduring Freedom and the date of eligibility for the Afghanistan Campaign Medal to 
11 September 2001.

10.  MILPER Message Number 12-148, issued 14 May 2012, announced that 31 December 2011 was the end date for award of the Iraq Campaign Medal and the termination date of Operation New Dawn.  

11.  Army Regulation 600-8-22 (Military Awards), as amended, provides that:

	a.  The Global War on Terrorism Expeditionary Medal (GWOTEM) is authorized for award to members of the Armed Forces of the United States who deployed abroad for service in the Global War on Terrorism operations on or after 11 September 2001 to a date to be determined.  The general area of eligibility encompasses all foreign land, water, and air spaces outside the fifty states of the United States and outside 200 nautical miles of the shores of the United States in operations approved by the Secretary of Defense.  The area of eligibility for Soldiers who deployed abroad in Operations Enduring Freedom and Iraqi Freedom includes but is not limited to service in Afghanistan, Bahrain, Iraq, and Kuwait.  Soldiers are not qualified to receive the GWOTEM for service in Iraq after 30 April 2005.

	b.  The Afghanistan Campaign Medal is awarded to members who have served in direct support of Operation Enduring Freedom (OEF).  The area of eligibility encompasses all the land area of the country of Afghanistan and all air spaces above the land area.  The period of eligibility is on or after 11 September 2001 to a future date to be determined by the Secretary of Defense or the cessation of OEF.  A bronze service star is authorized for wear with this medal for participation in each credited campaign.  Approved designated Afghanistan campaigns are:

* Liberation of Afghanistan – 11 September 2001 - 30 November 2001
* Consolidation I – 1 December 2001 - 30 September 2006
* Consolidation II – 1 October 2006 - 30 November 2009
* Consolidation III – 1 December 2009 - 30 June 2011
* Transition I – 1 July 2011 - date to be determined


	c.  The Iraq Campaign Medal is awarded to members who have served in direct support of Operation Iraqi Freedom (OIF).  The area of eligibility encompasses all the land area of the country of Iraq, the contiguous water area out to 12 nautical miles, and all air spaces above the land area of Iraq and above the contiguous water area out to 12 nautical miles.  The Iraq Campaign Medal period of eligibility is from 19 March 2003 through 31 December 2011.  A bronze service star is authorized for wear with this medal for participation in each credited campaign. Approved campaigns are:

* Liberation of Iraq – 19 March 2003 - 1 May 2003
* Transition of Iraq – 2 May 2003 - 28 June 2004
* Iraqi Governance – 29 June 2004 - 15 December 2005
* National Resolution–  16 December 2005 - 9 January 2007
* Iraqi Surge – 10 January 2007 - 31 December 2008
* Iraqi Sovereignty – 1 January 2009 - 31 August 2010
* New Dawn – 1 September 2010 - 31 December 2011

	d.  The Noncommissioned Officer Professional Development Ribbon is awarded to Active Army, Army National Guard, and U.S. Army Reserve Soldiers for successful completion of designated NCO professional development courses.

e.  The NATO Medal was authorized by the Secretary-General of the North Atlantic Treaty Organization for specific NATO operations.  The Secretary of Defense may approve acceptance and wear by U.S. service members who meet the criteria specified by the Secretary-General of NATO.  Acceptance of the NATO Medal has been approved for U.S. military personnel who serve under NATO command or operational control in direct support of the International Security Assistance Force (ISAF) in Afghanistan (1 June 2003 to a date to be determined).  The NATO Medal will normally be presented by the Allied Command Europe headquarters exercising operational command or control over U.S. military units or individuals prior to their departure from service with NATO.  Participation in a NATO operation does not automatically qualify the individual for the NATO Medal.

DISCUSSION AND CONCLUSIONS:

1.  Regulations provide for award of several different service and/or campaign medals for service in the Middle East post-11 September 2001.  These awards are authorized for specific periods, geographical locations, and/or service during 
a specifically named operational period.  All of these medals are time and area specific and there are no campaign medals for service simply during any given operational period.  

2.  There are no awards or decorations with the names "Operation Enduring Freedom Campaign Medal" or the "Operation New Dawn Campaign Medal."  Service during these two operations are recognized by award of the Global War on Terrorism Expeditionary Medal, Afghanistan Campaign Medal, and/or the Iraq Campaign Medal.

3.  While the applicant's orders show she was being mobilized for service in Afghanistan during Operation Enduring Freedom, there is no evidence she actually served in Afghanistan.  Therefore, she would not be eligible for award of the Afghanistan Campaign Medal.

4.  The record does not show and the applicant has provided no evidence that she served in Iraq.  Therefore, she should not be shown to be eligible for award of the Iraq Campaign Medal.

5.  The applicant's service in Kuwait and Bahrain are recognized by her award of the Global War on Terrorism Expeditionary Medal.

6.  The record does not show and the applicant has provided no evidence that she completed any NCO Professional Development courses during this period of active duty; therefore, she is not entitled to award of the Noncommissioned Officer Professional Development Ribbon.

7.  The record contains no evidence the applicant served directly for NATO forces or was authorized award of the NATO Medal.  Therefore, correction of the record to show this medal is not warranted.
