THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests corrections to her DD Form 214 (Certificate of Release or Discharge from Active Duty) to incorporate an award, military occupational specialty (MOS), and training.

2.  The applicant states her enlisted record brief was being updated when she was issued her DD Form 214.

3.  The applicant provides her DD Form 214, a Meritorious Service Medal (MSM) Certificate and approved recommendation which shows she was awarded the MSM by Permanent Order 041-021, dated 10 February 2010; a training certificate showing she completed the Security Manager Course which was given from 8 to 12 June 2009; Orders 185-26, dated 26 September 1990, which awarded her MOS 93P1O; and documents showing course completion for correspondence courses.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military records show she entered active duty in the Active Guard Reserve Program with 6 years, 10 months, and 18 days of prior inactive service.  She was promoted to pay grade E-7 and was retired for years of service on 31 March 2010.

2.  The DD Form 214 she was issued shows MOS's 93P1O, 68J4O, 76J1O, 79R2O, and 79V2O in item 11 (Primary Specialty).  Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) does not list the MSM.  Item 14 (Military Education) does not list the Security Manager Course.

3.  Army Regulation 635–5 (Separation Documents) states to list from the Enlisted Record Brief formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 in item 14.  Include title, length in weeks, and year completed.  For item 11, enter from the Enlisted Record Brief the titles of all MOS's served for at least 1 year and include for each MOS the number of years and months served.  For time determination, 16 days or more count as a month.  Do not count basic training and advanced individual training.

4.  Department of the Army Pamphlet 611-21 (Enlisted Classification System), Table 9-2 (Skill Levels), shows:

* skill level 1 – E-3 and E-4
* skill level 2 – E-5
* skill level 3 – E-6
* skill level 4 – E-7

DISCUSSION AND CONCLUSIONS:

1.  The applicant was awarded the MSM by permanent orders.  As such, it would be appropriate to add this award to item 13 of her DD Form 214.

2.  MOS 93P1O is reflected on the applicant's DD Form 214.  Therefore, it is unclear what the applicant is requesting in this regard.  While it is noted that several of the applicant's MOS's have the wrong skill level, she did not ask for the skill level to be corrected nor did she submit her Enlisted Record Brief to determine her MOS history.  As such, there is an insufficient basis to change the MOS's on her DD Form 214.

3.  Since the Security Manager Course was a 5-day full-time course, it would be appropriate to add this course to item 14 of her DD Form 214.

4.  As for correspondence courses, entries in item 14 are limited to full-time training courses.  Therefore, these courses cannot be entered on her DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending her DD Form 214 for the period ending 31 March 2010 by:

	a.  adding the MSM to item 13 of her DD Form 214 and

	b.  adding the Security Manager Course, 1 week, 2009 to item 14 of her DD Form 214.

2.  The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to changing her MOS's or adding correspondence courses.
