THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to reflect her primary military occupational specialty (PMOS) 88N3H (Traffic Management Coordinator), her skill qualification identifier (SQI) H; her additional skill identifier (ASI) H2 (Personal Property Movement), and completion of the Transportation Noncommissioned Officer (NCO) Advanced Course on 14 January 1987.
2. The applicant states she has orders that reflect ASI H2. Her DD Form 214 should show MOS 88N3HH2. She completed the NCO Logistics Program after her discharge from active duty. However, the Transportation NCO Advanced Course is also not shown on her DD Form 214.
3. The applicant provides copies of her 19 October 1989 DD Form 214, two orders awarding new MOS's and withdrawing earlier MOS's, and two training course diplomas.
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant enlisted in the Regular Army on 19 November 1976. She completed training and was awarded MOS 71N1O (Traffic Management Coordinator) on 23 March 1977.
3. Her Military Personnel Record Jacket (MPRJ) contains:
a. Orders 175-98, dated 8 September 1983, awarding her primary MOS 71N3O;
b. Orders 241-047, dated 15 December 1983, awarding the applicant secondary MOS 74D3O (Computer Machine Operator);
c. Orders 058-054, dated 23 March 1984, awarding her primary MOS 71N3HH2;
d. a DA Form 2496 (Disposition Form), dated 13 April 1987, reporting her able to perform duties worldwide in MOS 71N and a 1st endorsement, dated 17 June 1987, approving her retention and utilization "in her current PMOS of 88N3H (the re-designated MOS for Traffic Management Coordinator);
e. a DA Form 1059 (Service School Academic Evaluation Report), dated 3 January 1990, showing the applicant completed the nonresident NCO Logistics Program; and
f. a form from the Army Enlisted Records and Evaluation Center indicating the NCO Logistics Program was [at least in part] a correspondence course that was completed on 19 October 1989.
4. Her DA Form 2A (Personnel Qualification Record Part I), section II (Qualification Data), shows:
a. item 4 (PMOS/ASI) 88N3HH2 and
b. item 18 SMOS/ASI 74D3O00.
5. The applicant's DA Form 2-1 (Personnel Qualification Record Part II) shows in item 17 (Civilian Education and Military Courses), in part, completion of the Transportation NCO Advanced Course as a correspondence course.
6. Her 19 October 1989 DD Form 214 shows in item 11 that her MOS's were 88N3O for 12 years and 10 months and 74D3O for 5 years and 10 months.
7. Army Regulation 635-5 (Separation Documents) provides the instructions for completing the DD Form 214.
a. For item 11 (Primary Specialty)
From the Enlisted Record Brief (ERB)/Officer Record Brief (ORB), enter the titles of all MOS's or areas of concentration (AOC') served for at least 1 year and include for each MOS/AOC the number of years and months served. For time determination, 16 days or more count as a month. Do not count basic training and advanced individual training.
(a) For an enlisted Soldier, also specify the first five characters of the primary MOS code (MOSC), which includes the three characters of the MOS, the fourth character of skill and grade level in the MOS, and the fifth character of a special qualification identifier (SQI), if applicable. Enter "O" when not applicable.
b. For item 14 (Military Education)
From ERB/ORB, list formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214. (As an exception to full-time attendance, list Command and General Staff College and senior service colleges completed by correspondence courses.) Include title, length in weeks, and year completed.
8. The documents the applicant submitted include copies of:
* 5 December 1983 orders awarding her MOS P71N2H and withdrawing MOS P71N2O
* 23 March 1984 orders awarding her MOS P71N3HH2 and withdrawing MOS P71N3H
* a 14 January 1987 diploma showing completion of the Transportation NCO Advanced Course (correspondence)
* a 3 January 1990 diploma showing completion of the NCO Logistics Program (correspondence)
DISCUSSION AND CONCLUSIONS:
1. The applicant served as a Traffic Management Coordinator from 23 March 1977 and held MOS 88N3H until her discharge on 19 October 1989. She also held ASI H2. The first entry in item 11 (Primary Specialty Number, Title, and Years and Months in Specialty) of her DD Form 214 should be changed to read "88N3HH2 TRAFFIC MANAGEMENT COORDINATOR 12 YRS AND 7 MOS."
2. The applicant completed the correspondence NCO Logistics Program Course after her discharge from active duty. She completed the Transportation NCO Advanced Course as a correspondence course.
3. According to the governing regulation, only resident courses are entered in item 14 of the DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by changing "88N3O" in item 11 of the applicant's DD Form 214 to read "88N3HH2."
2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so
much of the application that pertains to adding the Transportation NCO Advanced Course and NCO Logistics Program to her DD Form 214.
