THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show in:

	a.  Item 11 (Primary Specialty) her military occupational specialty (MOS) as 91B42 (Medical Specialist) instead of 91B42 (Wheeled Vehicle Mechanic); and

	b.  Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) she was awarded a second Meritorious Service Medal (MSM).

2.  The applicant states the MOS and job titles were redesignated years ago.

3.  The applicant provides copies of the DA Form 638 (Recommendation for Award) showing she was awarded the MSM (2nd Award) on 20 May 2014 by Permanent Order Number 114-04.  

CONSIDERATION OF EVIDENCE:

1.  Following prior enlisted service in the Ohio Army National Guard (OHARNG), in MOS 91A (Medical Specialist), the applicant enlisted in the Regular Army on 
1 October 1991 in that MOS.

2.  Her Enlisted Record Brief (ERB), dated 4 June 2014, shows:

     a.  her primary MOS (PMOS) as 88N – Transportation Management Coordinator from 9 May 1997 to 31 May 2014;
     
      b.  her PMOS as 91B – Medical Specialist from 22 October 1991 to 9 May 1997; and

	c.  the MSM (2nd Award) is not listed.

3.  Orders 220-13 issued by 24th Personnel Service Battalion shows her PMOS was changed to 88N (Transportation Management Coordinator) when she was promoted to staff sergeant (SSG)/E-6 effective 9 May 1997.

4.  She was retired due to sufficient service effective 31 May 2014 as a sergeant first class (SFC)/E-7.  She had completed 22 years and 8 months of active duty service during the period covered by the DD Form 214 and a total of 23 years, 
8 months, and 7 days of active duty service.  Her DD Form 214 shows in:

	a.  Item 11:

* 88N48 Transportation Management Coordinator - 17 years 2 months
* 91B42 Wheeled Vehicle Mechanic - 22 years 8 months

	b.  Item 13 the Meritorious Service Medal (2nd Award) is not listed.

5.  Her record contains Permanent Orders 346-2, dated 12 December 2003, showing she was awarded the MSM on 10 December 2003 for exceptionally meritorious service from 26 August 2002 to 26 February 2004. 

6.  She provides orders showing she was awarded the MSM (2nd Award) on 20 May 2014 for exceptional meritorious service from 1 June 2004 to 31 May 2014. 

7.  Army Regulation 635-8 (Separation Processing and Documents) states in preparation of item 11 (Primary Specialty) of the DD Form 214 enter the titles of all MOSs awarded and held for at least 1 year during the current period of service and include for each MOS the number of years and months held.  For time determinations, 16 or more days counts as a month. Do not count time in training (basic training, advanced individual training, Basic Officer’s Leader Course, or MOS-producing school).  Primary specialty MOS is awarded by Service school completion or by publication of orders awarding the MOS.  Enter “O” when not applicable. When MOSs merge at skill level 5, or convert to another MOS, make separate entries for the highest skill level in each MOS held for at least 1 year. 
DISCUSSION AND CONCLUSIONS:

1.  The evidence shows she held PMOS 91A/91B (Medical Specialist) not 91B42 (Wheeled Vehicle Mechanic) for 5 years, 6 months, and 16 days.  Therefore, her DD Form 214 issued upon her retirement should be corrected to reflect the appropriate time served in this PMOS and the proper MOS title.

2.  Orders show the applicant was awarded an MSM on 10 December 2003 and on a second MSM on 20 May 2014.  Therefore, she is entitled to a correction of her DD Form 214 issued upon her retirement to show two awards of the MSM.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

	a.  deleting the entry in item 11 of her DD Form 214 showing "91B42 Wheeled Vehicle Mechanic - 22 YRS 8 MOS" and replacing it with "91B42 Medical Specialist - 5 years, 6 months, and 16 days”; and  

	b.  deleting from item 13 of her DD Form 214 the Meritorious Service Medal and replacing it with Meritorious Service Medal (2nd Award).
