THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of a duplicate Army Good Conduct Medal (AGCM) from her records.

2.  The applicant states that two orders were issued for the same AGCM period.

3.  The applicant provides the two AGCM orders.

CONSIDERATION OF EVIDENCE:

1.  The applicant's military records show that she enlisted in the Regular Army on 22 July 1999, served continuously through reenlistments, and was promoted to pay grade E-6.

2.  On 30 November 2004, Permanent Order 335-71, published by Headquarters, U.S. Army Maneuver Support Center, Fort Leonard Wood, MO, awarded the applicant the AGCM (1st Award) for the period 22 July 1999 to 21 July 2002.
3.  On 23 May 2005, Permanent Order 143-63, published by the same headquarters, awarded the applicant the AGCM (1st Award) for the same period of service.

4.  Army Regulation 600-8-104 (Military Personnel Information Management/ Records), provides in Table 2-1 (Composition of the Official Military Personnel File or OMPF) that award orders are filed in the Commendatory and Disciplinary 

portion of the OMPF.  This regulation also provides that once filed such documents become a permanent part of the OMPF and may only be removed by one of several agencies, one of which is the Army Board for Correction of Military Records (ABCMR).

DISCUSSION AND CONCLUSIONS:

1.  It is evident that a second order of the AGCM (1st Award) was erroneously published in this case.

2.  Since the duplicate AGCM order, Permanent Order 143-63, dated 23 May 2005, is an error made by the Army and holds no historical value, it would be appropriate to revoke this order and remove the duplicate orders from her records.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

   a.  revoking Permanent Order 143-63, dated 23 May 2005;

   b.  removing Permanent Order 143-63 from her records; and

   c.  not filing the revocation orders in her records.
