THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that the 24 November 1998 orders for his first award of the Good Conduct Medal be revoked and removed from his Official Military Personnel File (OMPF).
2. The applicant states, in effect, that the 24 November 1998 orders have the wrong dates, awarding him the first award instead of the third award of the Good Conduct Medal. He states correct orders for the third award of the Good Conduct Medal have been issued and are filed in his records.
3. The applicant provides Permanent Orders 47-48, dated 13 April 1993, awarding him the first award of the Good Conduct Medal; and Permanent Orders 328-322, dated 24 November 1998, awarding him the first award of the Good Conduct Medal in support of his application.
CONSIDERATION OF EVIDENCE:
1. The applicant is currently serving on active duty in the rank/grade of staff sergeant (SSG)/E-6.
2. Headquarters, United States Army, Permanent Order Number 47-48, dated 13 April 1993, awarded the applicant the first award of the Good Conduct Medal for the period 9 January 1990 to 8 January 1993.
3. Alpha Detachment, 15th Personnel Services Battalion, Fort Hood, TX, Permanent Order 74-101, dated 14 March 1996, awarded the applicant the second award of the Good Conduct Medal for the period 8 (sic) January 1993 to
8 January 1996.
4. Charlie Detachment, 15th Personnel Services Battalion, Permanent Order 328-322, dated 24 November 1998, awarded the applicant the first award of the Good Conduct Medal for the period 9 January 1996 to 8 January 1999. There is no evidence of record which indicates these orders were revoked.
5. Bravo Detachment, 15th Personnel Services Battalion, Permanent Order
026-247, dated 26 January 2001, awarded the applicant the third award of the Good Conduct Medal for the period 9 January 1996 to 8 January 1999.
6. A review of the applicants performance section of his OMPF on the interactive Personnel Electronic Records Management System (iPERMS) revealed a copy of the 26 January 2001 orders for the third award of the Good Conduct Medal.
7. Army Regulation 600-8-104 (Military Personnel Information Management/ Records) provides policies, operating tasks, and steps governing the OMPF. Table 2-1 of this Army regulation states that award orders are filed in the performance section of the OMPF.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends that Permanent Order 328-322, dated 24 November 1998, have the wrong dates awarding him the first award instead of the third award of the Good Conduct Medal.
2. Both Permanent Order 47-48, dated 13 April 1993 and Permanent Order
328-322, dated 24 November 1998, awarded the applicant the first award of the Good Conduct Medal for the period 9 January 1990 to 8 January 1993.
3. There is a viable reason for removing Charlie Detachment, 15th Personnel Services Battalion, Permanent Order 328-322, dated 24 November 1998, from the applicant's OMPF. These orders offer no relevant information regarding the applicant's service, conduct, or duty performance. Moreover, removing it would eliminate the potential for confusion to officials authorized to review the performance section of the applicant's OMPF.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. revoking Charlie Detachment, 15th Personnel Services Battalion, Permanent Order 328-322, dated 24 November 1998; and
b. removing Charlie Detachment, 15th Personnel Services Battalion, Permanent Order 328-322, dated 24 November 1998 from the performance section of the applicant's OMPF and ensuring the revocation order is not filed in his OMPF.
